Duties and responsibilities

Under the overall supervision of the Programme Manager Humanitarian Affairs in the Peace and Security Division the Natural Disaster Facility Project Officer will be responsible for:
1. Assist in the implementation of the programme activities
2. Provide support to the development of the Regional Operational Disaster Budget (RODB)
3. Provide support, general and technical advice to the Programme Manager Humanitarian Affairs, in his work on the Natural Disaster Facility
4. Participate in and provide advice to technical committees and working groups
5. Contribute to the study to be undertaken on the modus operandi of the RODB
6. Assist in the identification of specialists and institutions participating in the process of establishing and implementing the RODB
7. Function as administrative assistant for all activities related to the establishment and implementation of the RODB
8. Contribute to all reports prepared during the preparation of the establishment of the RODB and its implementation
9. Participate and facilitate the organisation of meetings, conferences and workshops
10. Prepare Programme Estimates, reports and Terms of Reference
11. Assist in the coordination and liaison with the REFORM Programme
12. Assist in the monitoring of the progress in the project implementation
13. Collect copies of reports and information to aid the Programme Manager and working groups on studies and research related to subject
14. Index and store reports for easy retrieval
15. Travel to conferences within the IGAD region and outside as deemed necessary

Professional requirements

-Master’s degree in disaster management and/or BSc with minimum fife years of experience in the field of disaster risk management, and/ or development, studies, or social science, or rural development.
-Knowledge of policies, legislation and national action plans / strategies of disaster risk management
-Knowledge of the conceptual shift from disaster management to disaster risk management
-Knowledge on mainstream, overall disaster risk management in development, and terminology used
-Good knowledge of project formulation and project cycle management procedures.
-Good relationships and communication skills
-Knowledge of the IGAD region
-Good English writing skills
-Have a logical way of thinking, an organised way of working, show initiative and creativity
-Able to work in a multicultural environment
-Computer skills and basic knowledge of bookkeeping.

Language requirements

Fluency in English, speaking and writing, working knowledge of French is also essential.
