ACF-E has carried out the first exploratory Mission in Bicol Region in March/May 2006 as it was identified as the Region with the highest risk of natural disaster. As a result, a project proposal was submitted to DIPECHO in May 2006 to support the local institutions and communities in selected areas prone to disasters to mitigate the risk and prepare themselves to respond to the disaster more efficiently to reduce its impact. The Disaster Risk Reduction (DRR) proposal was rejected and re-submitted in Spanish to Generalitat Valenciana.

End of September 2006 a super typhoon (Xangsam) hit the Bicol Region, particularly the province of Sorsogon. The farmers were one of the group the most affected as they lost their productive capital and access to income. An emergency Rehabilitation of agriculture proposal was submitted to AECI in October 2006. The proposal was approved and the funds releases in April 2007. The project was implemented from May to December 2007.

End of November 2006 another Super Typhoon (Durian) hit Bicol Region, the provinces of Albay, Camarines Sur and Catanduanes were the most affected. ACF-E conducted an emergency need assessment in Albay and Camarines Sur provinces and Submited an emergency relief proposal to various Spanish donors to support one of the most affected communities in Camarines Sur province: Cabusao Municipality mainly relying on fishing and agriculture. A project of one month emergency assistance in support to access immediate food and potable water were implemented. During the monitoring of this project a need of rehabilitation of the fishing sector, severely affected by the Typhoon, was identified and a second proposal was submitted to Generalitat Valenciana.

Objective

- To Manage the human resources of the base
- To Management of the administrative/finances issues of the base
- To Manage the logistics of the base
- To Manage the security of the base
- To Represent ACF-E in Bicol base and insure the respect of the ACF-E Charter in the daily work in the base To facilitate the coordination between the different departments in the base (Admin, Log, Watsan, Foodsec., DRR).
- To ensure that all program activities are implemented in coordination and as agreed with the technical coordinators.

Profile

- A strong knowledge of Admin and Log procedure is compulsory
- An experience of Head of base with integrated project management (multi-sectors) with NGO is required (with ACF – network preferable)
- Experience of work in other developing countries (with experience in program management & coordination) is absolutely necessary.
- Experiences in both (i) emergency and (ii) development project would be an asset.
- Experience in management of volatile security contexts with capacity to face a stressful environment
- Good analytical skills and ability to deal with partners
- Ability to be flexible in terms of planning (natural or man made disaster in the country may imply rapid trip and therefore adaptability)
- To be well organized and rigorous, Experience in staff management, Team spirit and good communication qualities, to have Common sense.
- An experience in Asia – Pacific would be an asset.
- A commitment of 12 month is required,
