Purpose of position

To contribute to the successful implementation of the Caribbean Disaster Management 5 Year Strategic Framework and 2010-2011 Regional Plan with specific focus on the American Red Cross / OFDA disaster preparedness program and ECHO FM Caribbean disaster preparedness program.

Description of duties

This includes but is not limited to the following activities:

1. Assist NS/OSB to develop and implement training programs and materials that address major threats and prepare the most vulnerable parts of the population to respond to these threats in a coordinated and systematic manner.
2. Assist NS/OSB to improve their cooperation with the relevant government agencies and in liaising with international agencies and organizations through the development and promotion of their National level DP/DRR platforms.
3. Development of a DM regional advocacy strategy in coordination with the Communications Officer.
4. Establish links and work towards coordination and cooperation between other relevant NS/OSB, or, Federation initiated programs for effective use of resources.
5. Strengthened NS Disaster Management units by providing guidance on operational structure and member's roles and responsibilities.
6. Support NS to develop DM strategies and work plans (3-5 yr) with associated HR and budget needs following the implementation of the WPNS.
7. Assist NS/OSB to establish a fundraising strategy for disaster management workplan with the objective of increasing the resources secured nationally and internationally for disaster risk management activities (community based DM and disaster preparedness and response).
8. Assist the NS/OSB in producing regular, accurate and timely financial and narrative reports for the Federation and for donors through mentoring and training in project and financial management (including resource capture) as well as reporting.
9. Together with the Regional Reference Centers in Central America and Sub Reference Center in Barbados, facilitate the development, dissemination and implementation of standardized regional disaster preparedness and response materials.

Support tasks: additional duties that support the CRRO as a team
1. Suggest improvements or efficiencies that could be implemented.
2. Take responsibility for and discuss with the Disaster Management Delegate, the possibilities of your career development and self improvement.
3. Be familiar with the Caribbean Regional Representation Office (CRRO) programs and objectives.
4. Give support to the general office duties such as reception, telephone, post, fax, visitors, visas, etc.
5. Understand and practice the Principles of the Red Cross & Red Crescent Movement.

Lateral relationships

1. Establish and ensure effective working relationships with the other local staff and delegates.
2. Ensure effective working relationships with NS and country delegation delegates and local staff, as required.
3. Ensure effective working relationships with technical and service departments at regional and Geneva Secretariat level, as required.

Duties applicable to all staff:

-Perform any other work related duties and responsibilities that may be assigned by the line manager.

Required qualifications

Education:
-Masters Degree
-3 years experience in relief / development work in the Caribbean.
-3 years experience in project cycle management.

Experience:
-Excellent practical knowledge of computers (Windows, spreadsheets, word processing, e-mail, Internet).
-Experience of training others.
-Experience of disaster management programming and/or community development work.
-Experience in project management.
-Experience in working in an International Organizations.
-Experience in budget preparation and control.
-Experience in problem resolution.
-Experience in systems analysis and development.

Skills:
-Documented skills in computer applications: word processing, spreadsheets.

Languages:
-Fluent in English.
-Spanish and/or French, preferred.
