The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Disaster Risk Reduction (DRR) Delegate for Myanmar.
In close coordination with the French Red Cross (FRC), the CRCS DRR Delegate will assist the capacity building process of the Myanmar Red Cross Society (MRCS) DRR unit at MRCS head quarters level based in Yangon as well as provide DRR technical inputs, training as required and supervision for the development of DRR information, education, and communication (IEC) materials, tools, community based disaster risk management (CBDRM) practitioner guidelines and training curricula.
The CRCS DRR Delegate will also ensure that all the decisions and activities will be jointly developed and implemented by MRCS staff and volunteers for creating a strong ownership of DRR competencies and practices achieved as well as facilitating a progressive hand over responsibilities exit process.
Key Responsibilities:
Provide Technical support in the development of DRR materials and tools:
- In partnership with MRCS, the International Federation of Red Cross Red Crescent Societies (Federation) and Participating National Societies (PNS), support the expansion of DRR activities including support in training and undertaking Vulnerability and Capacity Assessments (VCA), engagement with communities on disaster management planning, and development of a community based disaster risk reduction program which strengthens community resilience to disaster risk.
- Provide technical input to the DRR team based in Yangon for the creation of branch DRR capacity building and DRR materials, tools, guidelines, training curriculum, and monitoring and evaluation tools that promote a better understanding of multi-hazard approaches and developmental program planning including integration of gender, climate change and community empowerment approaches in disaster risk reduction planning and programming.
- Conduct and facilitate DRR program workshops and training as required.
- During and after emergency responses, evaluate programming actions and adapt project inputs to lessons learned.
Maintain excellent relationships:
- Liaise with partners and NGOs for collecting/sharing of information and participate in DRR stakeholder meetings as required.
- With MRCS, FRC and other partners, carry out capacity needs assessment on DRR and support the development of programming that addresses gaps.
- Represent CRCS locally and at regional levels are requested.
Create and manage the CRCS project components including oversight and reporting:
- Assist in the development, review and agreement of the CRCS components of the DRR project. Ensure objectives and indicators are met by the program as per CRCS Programming Guidelines.
- Advise and participate in DRR unit staff recruitment as required including direct reports. Coordinate with MRCS on personnel issues and performance management. Build capacities of national DRR staff under immediate and in-direct responsibility areas.
- Prepare timely technical and financial reports relating to CBDRR program.
- Provide input into CRCS DRR Global Programming
- Undertake other duties that may be assigned from time to time which are commensurate to the position.
Qualifications:
- University degree in the field of disaster risk reduction and preparedness, disaster management, environmental science; or a relevant degree;
- Minimum 5 years experience working for a humanitarian aid organisation in disaster risk reduction in developing countries; (Federation and/or CRCS experience will be treated as an added value);
- Minimum 5 years experience in managing, coaching and supporting staff;
- Demonstrated understanding of the Hyogo Framework for Action. Comprehension of Federation related guidelines and frameworks is value added;
- Demonstrated experience in community development and community based approaches with experience in conducting participatory assessments; (experience in Federation VCA Tools will be treated as added value);
- Demonstrated program development, implementation, and management skills with proven success in analysing, planning and managing relief and development programs and resources;
- Training of trainer / knowledge transfer competencies
- Relevant experiences in Community based disaster risk reduction in developing countries (experience in Asia countries will be highly appreciated)
- Project planning and management competencies
- Staff management skills
- Good reporting skills
- Strong writing and communications skill in English is required;
- Knowledge of Myanmar language and French will be considered an asset;
- Good negotiation and facilitation skills;
- Proficient in computer operation (Windows, Excel, Power Point)
- Candidates must have a driver’s license and have the ability to drive manual gears
