Plan has been working in China since 1995 with current operations focused in rural communities across Shaanxi Province, Ningxia Hui Autonomous Region and other rural locations across China. More recently Plan has also started working with the children of migrant families in urban locations. Our work is carried out in close coordination with Chinese government partners with current our long-term partner being the Shaanxi Women’s Federation.

The position is based in Beijing with frequent travels to Plan China office in Xi'an, Shaanxi Province.

Job purpose

The purpose of this position is to lead the implementation and integration of disaster risk management strategy of Plan China.

- Develop and implement Plan China’s strategy for child-centred disaster risk reduction and response.
- Embed DRR+R mindset at management and operational levels across the organisation.
- Build capacity of Plan staff and partners on disaster risk management and preparedness.
- Develop strategic alliances and networks for cooperation and fund raising in disaster risk reduction and response.
- Ensure effective documentation of DRM work, together with relevant research, contributes to organisational learning and development and supports evidence based advocacy on DRM matters.
- Advise management and lead a response operation in case of disaster.

Qualifications


- Knowledge of the external policy environment relating to humanitarian issues both regionally and internationally and especially with regard to the situation in China.
- Proven experience on strategy development and advocacy.
- Excellent communication skills, both written and verbal; with the ability to communicate to various groups of audience.
- Direct experience of humanitarian work including at the onset of an emergency and particularly in relation to children, the practicalities of international programmes and appropriate responses.
- Willingness and ability to travel extensively to remote areas, sometimes in short notice.
- Ability to prioritise and work well under pressure.
- Excellent command of English. Mandarin Chinese is also highly desirable but not essential.
