Main Purpose of post
To support, monitor and develop the capacity of Partners in Zimbabwe to implement emergency disaster projects involving local churches and communities and to monitor the humanitarian situation in light of a possible DMT operational response if required.
Line managment/ position in organisation
-Responsible to the country representative (Zimbabwe)
-Works closely with public policy officer
-Relates to the regional and disaster management teams and liaises with programme funding based in Teddington
The Country Representative remains responsible for the overall relationship with each individual partner and with DMT and for the allocation and disbursement of the HIAF budget and appeal funds.
Dimension and limits of authority
The post-holder will:
-be responsible for the coordination of appeal related work, under the guidance of the country representative and Southern Africa Regional Team
-work closely with partners and the CR to develop, monitor and evaluate projects
-relate closely to the leadership of the partners and their related programme staff in an advisory capacity.
-relate to the financial and logistics staff of partners in an advisory capacity.
-represent Tearfund and accompany partners on visits and submissions to institutional donors
-represent Tearfund and accompany partners in networks with NGOs and UN bodies

Duties and responsabilities
Partner Advising and Capacity Development (30% of time)
-Facilitate or provide technical advice, training and mentoring to partner staff in order to improve the quality of project implementation and management skills
-Provide mentoring and advice to partner organisational staff (management, finance, logistics, and human resource) in order to ensure quality management support is provided to project managers
-Provide support to partners in project design for future projects
-Facilitate partner coordination with other humanitarian actors in Zimbabwe.
-Capacity build partner in risk reduction and disaster preparedness approaches.
Partner project monitoring (20%)
-Undertake regular monitoring visits to partner projects to ensure compliance with performance against indicators, donor regulations, reporting requirements and technical quality – and highlight issues to CR
-Monitor financial reports to ensure accurate budget management.
-Support partner staff to produce quality and timely narrative and financial reports, and in conjunction with the country representative submit these to donors (where relevant) via required Tearfund routes.
Accessing institutional funding and partner donor compliance (10%)
-Assist partners with preparing proposals and budgets for institutional donors.
-Provide advice and guidance for partner staff on donor contracts, accounting and reporting requirements
-Review financial and procurement compliance to donor contract with partner staff.
Registration and office management (15%)
-To facilitate scale up of in-country support capacity to partners and assist in establishing operational capacity.
-To follow-up on in-country registration to facilitate the potential to open a Tearfund office and a possible DMT operational programme.
-Ensure logistics, communication, finance, and support functions are maintained for office operations with a view to facilitating possible DMT operation as required
Internal relations (10%)
-Maintain regular contact with country representative, Head of Region and DMT to provide updates on security & access, humanitarian situation, coverage and emerging funding opportunities in the region.
-Develop with the country representative, Head of Region and DMT the basis of a DMT country framework if required.
-Develop the Zimbabwe crisis appeal strategy as appropriate, in conjunction with CR.
-Liaise as appropriate with Tearfund visitors in Zimbabwe and other relevant Tearfund staff based in Teddington.
External relations (15%)
-Establish and maintain positive relationships with church and partner staff at organisational and field levels
-Establish and maintain relations with other NGOs, UN agencies, Government departments, in-country donors
-Work with agreed parties (partners and DMT) to raise institutional funds necessary to scale up work in the region.
-Attend relevant cluster group meetings and inter-agency coordination meetings as required and provide information on the same to the CR, partners and DMT.
-Represent Tearfund in-country where appropriate.
The post holder will be required to lead or participate in spiritual sessions of worship, prayer, teaching and reflection and be committed to the outworking of Tearfund’s vision and values.

Qualification
-Degree or tertiary qualification
-Degree or tertiary qualification in a relief or community development related subject
Experience
-2 years development or relief work experience within an african context
-Working knowledge of Red Cross Code of conduct and SPHERE
-Implementation of emergency disaster projects
-Project management
-Work with a variety of groups, including churches, para-church organisations, local NGOs, and international NGOs
-Effective working within a team situation
