Job purpose
The Country Director will have overall responsibility for the development and management of the Concern Chad programme, ensuring that it is effective in meeting objectives as set out in annual plans, project proposals, and the strategic direction paper to be developed. S/he will lead the senior management team and represent the organisation with government, donors and other international organisations.
Duties & responsibilities
- Manage the Chad programme in line with organizational policies and procedures.
- Carry overall responsibility for developing a Country Strategic Direction paper and implementation of this.
- Represent Concern in Chad, maintaining coordination and networking relationships with the government of Chad, donors and other development actors in the country. This includes ensuring Concern?s relationship and formal agreements with the government are maintained and updated as appropriate.
- Staff management and development, including in areas such as project design & implementation, monitoring and evaluation and other key areas.
- Provide general management support to the Assistant Country Director and other direct reports including the Accountant and HR manager.
- Ensure that support systems (IT, Finance, HR/Administration, Logistics and Transport) are in place and functioning in accordance with best practice and organizational policy & procedures in order to ensure transparency and accountability to government, donors and other relevant stakeholders.
- Oversee the finance function within the country programme with overall responsibility for budgeting, reporting & monitoring of all income and expenditure, ensuring effective financial controls are in place.
- Oversee the HR function within the country programme and ensure that policies and procedures reflect global policies and are in line with Chadian labour law and other relevant legislation.
- Maintain an awareness of the current economic, political and social situation within the country and the region. This includes regular information sharing, etc. with the CDs in the two Sudan country programmes.
- Ensure all reports are sent to Dublin in a timely fashion.
- Develop and manage the funding strategy for the country programme.
- Maintain good, regular and open communication with the Regional Director and Desk Officer for the Region.
- Contribute to organizational learning through liaison with other organizations and Concern fields and sharing lessons learned.
- Ensure that Security situation is reviewed periodically, SOPs updated, and that staff are aware of security procedures and fully comply with them.
- Perform any other related duties as assigned by the Regional Director.
Person specification
Essential:
- Third level qualification in relevant discipline such as Development studies, social sciences, management or other related discipline
- A minimum of 5 years overseas experience working with an international humanitarian /development NGO, with strong programme development, team management and financial experience. Minimum of 3 years experience at senior management level within an international NGO, preferably in a conflict or post-conflict context.
- Experience of emergency work.
- Proven management ability, including ability to motivate and develop skills of others.
- Must be able to make sound management decisions in difficult situations and also be able to work in a participatory manner with colleagues.
- Able to lead and manage a diverse team.
- Good networking skills.
- While not necessarily a technical expert, should have knowledge of rights based approaches, equality issues, HIV&AIDS issues, accountability issues, disaster risk reduction.
- Ability to work under pressure often to strict deadlines.
- Excellent organisational and planning skills.
- Fluency in French both spoken and written is essential for this post.

Desirable:
