The Ministry of Civil Defence & Emergency Management (CDEM) provides advice to the government on civil defence emergency management. It provides leadership to the CDEM sector through the development of an integrated, risk-based approach to civil defence emergency management (CDEM) in New Zealand.

The ministry is tasked with making New Zealand communities resilient to hazards and disasters through ensuring frameworks are in place and planning is undertaken to minimise and manage the potential impacts of disaster events. This is achieved through a '4Rs' approach to risk management, addressing reduction, readiness, response and recovery. The ministry also plans for and leads the national response to civil defence emergencies. MCDEM works in partnership with the Ministry of Foreign Affairs and Trade (MFAT) as part of an all-of-government approach, to support international disaster risk management initiatives across Pacific Island Countries, working with bilateral partners, regional bodies and United Nations agencies.

The CDEM International Engagement Programme Coordinator is an exciting new position within the CDEM Specialist Services Unit and reports directly to the Manager CDEM Specialist Services. The CDEM Specialist Services Unit is based in Wellington is responsible for professional development in the CDEM sector, international engagement, managing research programmes for understanding hazards and risks, and for giving practical effect to emergency management research.


The successful applicant will be responsible for:

- Management of the effective delivery of the Ministry's CDEM International Engagement Programme to meet agreed outcomes and outputs.
- Management and oversight of all MCDEM work related to the CDEM International Engagement Programme and in accordance with provisions of the Memorandum of Understanding between MCDEM and MFAT, project planning, monitoring and evaluation, programme reporting and budget management.
- Development and management of key relationships, liaison with stakeholders, agencies and regional bodies within the context of the CDEM International Engagement Programme.
- Managing the effective contributions of the team members involved in the international programme.
- Coordination, integration and alignment across the programme streams and across other international programmes.
- Provision and/or facilitation of disaster risk management (across the 4Rs) specialist advice to support the CDEM International Engagement Programme.
- Scoping and identification of options for New Zealand-funded tsunami readiness and risk reduction initiatives across Pacific Island Countries with International Engagement Programme members and MFAT with a focus on strengthening end-to-end tsunami risk management approaches.
- Coordination in partnership with MFAT of the implementation of New Zealand-funded tsunami readiness and risk reduction initiatives across Pacific Island Countries.


Requirements

To be successful you will have an excellent understanding and proven experience in disaster risk management in the Pacific region. Ideally, you will hold a relevant tertiary qualification in disaster risk management, emergency management and / or development, have programme management and public sector experience as well as demonstrated experience in leading successful delivery of outputs and outcomes. 

Strong relationship management skills as well as strong cross-cultural communication and general interpersonal skills are essential.

Given the nature of the role, you must have the right to work in New Zealand for a minimum of 3 years and be able to obtain and maintain a confidential security clearance from the New Zealand government.
