Strengthening the linkages between disaster risk finance and adaptive social protection – Why and how it matters
This policy note builds on the practical and operational experience of the World Bank Group (WBG) and World Food Programme (WFP) to offer an overview of why and how strengthening the linkages between disaster risk finance (DRF) and adaptive social protection (ASP) matters. It is a direct output of a new collaboration between the two organizations on disaster risk f inance for adaptive social protection (DRF4ASP). Introduced at COP 29, DRF4ASP is designed to amplify the impact of the Global Shield against Climate Risks, optimizing the speed of response and the inclusivity of solutions to protect the most vulnerable people from the impacts of disaster.
The note concludes that it’s imperative that governments and the humanitarian sector enable faster, more predictable and cost-effective responses to those experiencing climate shocks. Strengthening the linkages between adaptive social protection and disaster risk financing, through making the necessary investments in system preparedness and developing comprehensive financing strategies, can offer a pathway to better protecting lives and livelihoods before, during and after crises.
