An OECD report Financial Protection Against Catastrophic Risks: Floods, Fires and Other Major Risks will be launched on 5 March 2026, at 09:30 CET. The launch will take place during OECD Financial Markets Week Spring 2026 and will be broadcast live.
The report explores the role of governments, insurance regulators and the insurance sector in strengthening insurance market capacity and improving financial resilience. It identifies policy options for assessing the need for government-supported financial protection, examines the implications of increasing wildfire losses and how to increase coverage of that risk, and looks at how the design of flood risk insurance programmes can support broad coverage, mitigate fiscal risks and contribute to risk reduction.
The launch session will include a presentation of the key findings by OECD Director for Financial and Enterprise Affairs, Carmine Di Noia, and a panel discussion with: Bridget Carle, Senior Vice-President Public Sector Practice, Guy Carpenter; Philippe Guyonnet-Dupérat, Director of Insurance and Social Economy, French Treasury; Ricardo Lara, Insurance Commissioner, California Department of Insurance; and Martin Lennon, Head of Transition, Flood Re.
