Disaster risk financing and insurance: issues and results

This report provides unique results from rigorous impact evaluations of some existing Disaster Risk Financing and Insurance (DRFI) schemes presented during a workshop held at the FERDI, Université d’Auvergne, on June 4 and 5, 2015. It also looks into the politics of DRFI.

It is well known that incumbent politicians get blamed for the losses derived from natural catastrophes. Less well known is whether DRFI buys votes and helps discipline politicians in refraining them from using relief transfers for clientelistic purposes. This report covers these issues.
