The purpose of this book is to help provide insight into the issues and problems associated with mitigating the hazards that result from high-consequence/low-probability events, especially where there is the potential for significant impacts on stakeholders concerned with outcomes of policy making. The research on which this book is based focuses primarily on the development, enactment, and implementation of earthquake damage mitigation policies in the cities of Long Beach, Los Angeles, and Santa Ana, California.
