FEMA faces challenges integrating community preparedness programs into its strategic approach

This document intends to review federal efforts to promote community preparedness. In this paper, the U.S. Government Accountability Office (GAO) reports on the Federal Emergency Management Agency (FEMA)'s duty to develop a National Preparedness System (NPS) that includes community preparedness programs.
It addresses: (1) the challenges FEMA faces in measuring the performance of Citizen Corps Program (CCP), its partner programs, and the Ready Campaign; and (2) actions FEMA has taken to develop a strategy to encompass how these programs are to operate within the context of the NPS.
