Developed to support more inclusive and effective disaster preparedness and response planning, the document translates participatory principles into practical, actionable guidance for a range of practitioners and institutions.
The document offers a comprehensive framework for integrating participatory methods into the planning processes, providing clear recommendations, structured methodologies, and practical tools that span all phases of participatory planning. This includes assessing feasibility, forming inclusive and representative stakeholder groups, facilitating the co-identification of risks and vulnerabilities, and collaboratively developing mitigation and response strategies. In addition, the document introduces approaches for establishing robust Monitoring, Evaluation, and Learning (MEL) frameworks to promote continuous adaptation, strengthen the effectiveness of planning processes, and contribute to long-term community resilience.
