Malta: Rapid emergency response and readiness assessment
The objective of this report is to support Malta in strengthening its resilience to disasters and other crises by providing a rapid assessment of emergency preparedness and response (EP and R) structures and capabilities. The rapid assessment process involved a desk review, virtual and face-to-face stakeholder interviews, site visits, and a stakeholder workshop and exercise. This has provided a systems-wide diagnosis of the status of EP&R in Malta, identifying both strengths and opportunities for improvements. While the review has evaluated all EP&R components of the Ready2Respond (R2R) Framework, the rapid nature of the process means that more detailed analysis may still be required in some technical areas.
The findings and recommendations in the report reflect these limitations and highlight areas where additional investigation will be needed before detailed investment and capacity-building plans can be finalized. The R2R review found that Malta’s current EP and R system is robust, built on long‐standing legislation and strong interagency relationships, which have supported effective management of routine emergencies for many years. Malta has a strategic opportunity to further modernize its EP and R framework and align with EU-wide efforts. Key priorities include making robust provision for disaster preparedness and resilience in legal and institutional frameworks, formalizing the disaster coordination system and establishing a National Emergency Operations Center (NEOC), implementing comprehensive early warning systems (EWS) to meet EU obligations, and strengthening risk assessments and contingency plans to also address cascading and financial impacts.
