Kyrgyz Republic crisis preparedness gap analysis: technical report
This technical report presents the findings of the Crisis Preparedness Gap Analysis (CPGA) conducted in the Kyrgyz Republic. Developed by the World Bank, the CPGA is designed to assess a country’s level of preparedness for different types of crises, identify gaps and opportunities for improvement, and support policy dialogue as well as technical and financial assistance for crisis preparedness. The assessment adopts a shock-agnostic approach, meaning that it evaluates preparedness across a broad range of potential crises, including natural hazards, food insecurity, disease outbreaks, and other threats.
The CPGA assesses crisis preparedness in the Kyrgyz Republic across five core components, which are considered the essential foundations of preparedness for a wide range of shocks. These components are evaluated using a maturity scale from 0 to 4, ranging from an unmet level of preparedness to an advanced, multisectoral and well-resourced approach. The report highlights key entry points and opportunities to strengthen national crisis preparedness, with the aim of informing dialogue with the Government of the Kyrgyz Republic and guiding future technical, financial, and programmatic support in crisis management and resilience planning.
