Global best practices on industrial hazards mitigation and management

This report presents a strategic compilation of global best practices on industrial hazards mitigation and management. Prepared by the National Institute of Disaster Management (NIDM) under the auspices of the National Disaster Management Authority (NDMA) Pakistan, it examines industrial hazards, reviews major industrial incidents across the globe and in Pakistan, and documents regulatory, engineering, operational, and emergency management practices adopted in different countries. The publication draws lessons from international experiences, recognized safety frameworks, and hazard management approaches covering fire hazards, chemical spillages, toxic gas releases, and explosion and combustible dust hazards.

The report finds that industrial disasters are rarely caused by isolated technical failures and instead result from gaps in preventive design, operational control, emergency preparedness, and coordinated response mechanisms. It emphasizes the importance of early hazard identification, risk assessment, preventive controls, strong regulatory enforcement, modern safety technologies, preparedness, stakeholder coordination, and capacity building. The publication recommends adopting systematic hazard assessments, strengthening inspections and oversight, improving emergency response systems, investing in training and institutional strengthening, and applying proven global best practices to enhance industrial resilience and reduce human, environmental, and economic losses.
