Disaster risk financing state of play: Opportunities for harmonizing coordination system in the Philippines
This study examines the state of Disaster Risk Financing (DRF) in the Philippines—mapping legal and financial instruments, highlighting policy gaps, and assessing coordination across stakeholders. Despite progress since the 2015 Disaster Risk Financing and Insurance (DRFI) Strategy, DRF remains fragmented and faces delays, low insurance penetration, and limited reach to at-risk communities.
The report offers recommendations to strengthen collaboration, streamline processes, and build a unified, efficient DRF system that protects vulnerable populations and supports sustainable recovery and resilience against future disasters.
