The Madden-Julian oscillation (MJO) is a weather phenomenon that leads to intense rainfall between March and May, originating from the Indian Ocean and vanishing in the western Pacific. Because of climate change, it may turn into a major threat in the region in the form of intense rainfall and higher flood risk.
In Yilan, Taiwan, the Mei-Zhou Community Resilience Task Force has successfully implemented resilience measures by combining the local community’s culture, alertness in the face of disasters and local economic improvements. The task force has proven effective in working at any time as demanded and facilitating training and community engagement.
In Indonesia's Banjarnegara Regency, a new landslide early warning device called "Elwasi" is a cheaper alternative to typical alert systems. Moving land will pull the device's rope and set off a siren, averting losses. This invention is particularly helpful to the regency, which has experienced dozens of landslide losses over past years.
Indonesia's National Disaster Mitigation Agency has announced that there will be classes on disaster mitigation at 250,000 schools located in disaster-prone areas. The classes will either be integrated into the curriculum or through extracurricular activities and, unlike previous efforts, anyone can administer them, not just ministry staff.
After two tsunamis struck Indonesia in 2018 and faulty warnings failed to issue alerts, the government will consider going as far as ordering the military to guard newly-purchased warning devices. In addition to installing underwater sensors that can detect hydrostatic pressures, the government is consulting experts who are helping determine ideal device sites.
Indonesia's National Disaster Mitigation Agency has warned that floods, landslides, and small tornadoes will comprise 95% of the 2,500 disasters projected for 2019. While these hazards are the most common, geological disasters were the most fatal in 2018. Despite these threats, policies, response plans, early warnings and resource mobilization remain weak.
Indonesia's disastrous 2018 reveals that the National Disaster Mitigation Agency is not sufficiently managing disaster risks and improving research and early warnings. To ensure Indonesia's sustainable development, the government, individuals, and communities must do their part to reduce risks.
Indonesia's National Disaster Mitigation Agency has said there was no alert for the Sunda Strait tsunami because the country does not have an early warning system for tsunamis caused by underwater landslides or oceanic volcanoes. The disaster was likely caused by a landslide induced by volcanic activity, combined with a high tidal wave because of the full moon.
