Qatar National Platform
A committee called the "Permanent Emergency Committee" is established within the Ministry of Interior, chaired by the Director General of Public Security at the Ministry of Interior, and with membership including a representative of relevant ministries, the Qatari Red Crescent and several semi-governmental / state-owned public corporations or companies.
Each entity nominates its representative to the committee, provided that his position is no less than that of a department director or its equivalent, and the appointment of the committee members is made by a decision from the Minister of Interior.
Duties and responsibilities
In non-emergency times, the Committee, in coordination with the General Directorate of Civil Defence at the Ministry of Interior, undertakes all necessary and urgent tasks to protect individuals and property from hazards. Its specific responsibilities include:
- Preparing studies, developing plans, and taking measures and procedures to address disasters and the resulting hazards, and establishing communication channels between ministries, other government agencies, and other relevant authorities.
- Establishing rules and regulations to ensure the rapid provision of material and social relief to those affected.
- Working with relevant authorities to secure and maintain transportation and communications, and to guarantee the continuity of operations in government agencies and private sector activities.
- Developing and disseminating awareness campaigns through the media.
- Taking measures and procedures to address:
- Natural hazards such as earthquakes, hurricanes, and floods.
- Fires, building collapses and destruction, and power outages.
- Oil and gas spills and pollution of territorial waters.
- Any other disasters or emergencies that could cause harm to individuals or property.
