To cope with rising temperatures and droughts many countries turn to 'cloud seeding', where chemical agents are dispersed into existing clouds to induce and increase rainfall. While the technique can increase rainfall by over 10 percent, cloud seeding also carries environmental and geo-political risks when regions downwind are deprived of needed rain.
