The “consuming class” is defined as the share of the population with disposable income of more than US$10 per day or US$3,600 per annum (at 2005 ppp).
“Quality” has at least two broad meanings here: i) a legal meaning focused on the functional effectiveness of the law in delivering policy objectives and ii) a technical meaning that considers the relevance of the technical standards established by law.
