Background

Concern Universal (CU) is a UK based international NGO. It is established in 1976 in United Kingdom with an aim to see a world where justice, dignity and respect prevail for all. CU works in partnership to challenge poverty and inequality by supporting practical actions that enable people to improve their lives and shape their own futures. The organisation is currently working in 16 countries, particularly in Asia, African and Latin American countries. CU applied two strategic objectives in planning and implementation of its country specific programme initiatives:
• community led development;
• inspiring/influencing others in operation of its country programmes.

CU started its development programmes in Bangladesh since 1993. Bangladesh is one of the least developed countries in the world with the highest population density and prone to multiple natural climates including floods and cyclones. Around 37% of the population of 139 million lives below the national poverty line. CUB’s work has grown steadily and its programme has evolved into a coherent portfolio of development activities that directly benefiting more than 1.2 million of the poorest and most vulnerable population.

CU’s Bangladesh country programmes, specially focused on: Health, DRR, Livelihood, Organisational development and Human Rights components. CU Bangladesh is committed to work with local NGO partners to extend its support services for the poor and vulnerable groups. The overall process of CU’s development efforts contributes to enabling people to improve the quality of lives. The partnership approach of CU, Bangladesh shares a common goal of development efforts to serve for the poor and marginalised section of population. CU, Bangladesh is responsive to community needs and requirements and committed to share its action learning for all spheres of development initiatives.

Purpose:

In Bangladesh, safe water crisis, unsanitary latrines and unhygienic behavior remain very prevalence at house level, schools and disaster shelters (80% shelters lacking of safe water and latrines ), which trend the community to severe health hazards with water borne diseases imposes BDT. 500 crore  every year for treatment purposes. Finally waterborne diseases claim 24%  of total death in Bangladesh. During disaster / emergencies when people take shelters in prescribed disaster shelters or schools face severe safe water crisis and excreta disposal problem and get sick with diarrhea. The waterborne diseases trend increases three – four times higher than the normal situation as the upazila health complex reported . Therefore, rationally during development of WatSan project, both normal situation and disaster situation should equally be considered as Bangladesh is highly disaster prone country and water/sanitation/hygienic behavior is the most important component for disaster risk reduction.

Local Civil Society Organizations (CSO) represent a strong and unique national force in Bangladesh, effectively acting as supplementary force to the GoB with supplying water options and sanitation services for reaching vulnerable communities but there is gaps in coordination and integrated efforts to ensure sustainable, cost effective and disaster resilient water supply and sanitation options. There are a numbers of educational institutions and LGIs buildings in target areas used as “disaster shelter” during disaster/emergency situation but there are no WASH facilities. Therefore, the action will support for ensuring WASH facilities in the schools and LGIs cum disaster shelter places towards reducing the reducing the risk of natural disaster. This will also integrate target communities and institutions (schools, CSOs and local government and respective WASH committees) for strengthening their knowledge and capacity to take part in community mobilization, hygiene promotion and management of disaster friendly water supply and sanitation options in shelter places and target communities. 

The lessons of previous actions reveal that ensuring households level WatSan facilities is a matter of long duration programme and huge funding.  Regarding this the integration of disaster friendly WatSan model of Concern Universal in the school/institutions based shelter places, which is widely accepted (by target community), appreciated (by local stakeholders) and replicated in disaster prone areas of Bangladesh could be a best option for creating wider impact on the large section of vulnerable population. That’s why, CU targeted schools cum shelter places and LGI cum shelters for the installation WASH facilities and conduct comprehensive awareness and capacity building activities in the catchment areas for reducing the health hazards caused by inadequate safe water, sanitation and hygiene facilities.

Overall objective(s)

The overall objective of the action is to “promote people participation for reducing the morbidity and mortality caused by inadequate water and sanitation provisions in selected coastal disaster prone areas of Bangladesh.

Specific objective

The overall objective of the action will be achieved by:

•    providing safe water and sanitation options in the 200 schools cum shelters and 20 LGI cum shelters;
•    increasing community knowledge and awareness on the use of safe water, sanitary latrines and hygiene practices;
•    strengthening the capacity of local government institutions (including standing committees), shelter place management committees, community leaders (including school teachers), Rural Wat-san Engineers/masons and CSOs to integrate their roles for assuring sustainable option of safe water supply, sanitation and hygiene promotion; and
•    building effective collaboration and coordination with the government, UN agencies, CSOs and private sectors for implementing disaster friendly Wat-San mechanism towards achieving a common goal.

Specific responsibilities

The selected organisation/firm/consultant will be responsible for:
Phase-1:
•    Signing contract
•    Development of instruments for Baseline Survey (in line with project framework)
•    Sharing the instruments with CUB
•    Verification of instruments and its finalisation
•    Team formation and field planning
Field work phase:
•    Data/information collection (both Quantitative and qualitative)
•    Data/information verification and compilation
Reporting and sharing phase:
•    Analysis of relevant data/information
•    Preparation of Draft Survey Report
•    Sharing the Draft Report with CUB
•    Submission of Final Survey Report incorporating all feedback/opinion) to CUB within timeline.

Final outputs

The successful organization/consultant will produce the followings:
•    Baseline Survey instruments (along with Field planning for data collection);
•    Final Survey Report.
All the submitted instruments and reports should be in English.
•    The consultant/organization should submit two hard copies of “Baseline Survey Report” (along with soft copy in the CD).

Requirements


The organization/consultant needs to have the following experiences:
•    Relevant working experience
•    Strong team works
•    Sound knowledge on Baseline Study and Research works.

Budget and mode of payment

The proposed budget should contain the following headings:
•    Guideline/tools development
•    Data/information collection, verification and compilation
•    Analysis of collated data/information
•    Travel, food and accommodation Costs
•    Tax and VAT according to the GoB rules will be deducted from the budgeted amount.
•    The payment will be made by cheques in the name of the organization/consultant on two installments
•    50% of the contract amount on signing the contract and submission of survey instruments (including methods of survey) by first week of the contract;
•    50% of the contract amount on the completion of Final Baseline Survey Report and approval of CUB authorities.
 
Selection criteria

The selection will be made through a bidding process based on the quality of the proposals (including quality of proposal and applied methods in survey), relevant working experience, qualification/background of the survey team members and competitive budget.
In case of outstanding proposal, budget will be considered through negotiation if required.
