Purpose of position

The Head of Operations and Programmes integrates the management team of the delegation and is accountable, under the direction and guidance of the Country Representative, for supporting and assisting the Haitian Red Cross Society to design, implement and monitor the overarching multilateral programme of the Federation Secretariat in Haiti.

Description of Duties

1. Coordinate and mobilize international assistance for the operations/programmes under his/her responsibility and promote cooperation among national societies.

2. Support, assist and advise the Haitian Red Cross Society in:
- Monitoring, reviewing and identifying vulnerable populations and assessing their capacities, vulnerabilities and needs.
- Planning, implementing, monitoring and reporting of the operations/programmes under his/her responsibility.
- Ensuring alignment with International Federation guidelines and policies (SPHERE, Code of Conduct, Principles and Rules for Disaster Relief, Seville agreement, etc.) and the use of disaster response tools such as FACT, RDRT, ERU, DMIS and DREF.

3. Provide hands on management as required and in agreement with the HRCS to:
- Define (scope, timeframes deliverables/outcomes, costs ) the plan of action of the operations/programmes under his/her responsibility in accordance with the affected population's needs and capacities.
- Design, execute and monitor and control the recovery operation.
- Coordinate the definition, management and implementation of the operations/programmes under his/her responsibility and budgets
- Ensure achievement of the outcomes/deliverables in a timely fashion and within budget and quality standards.
- Oversee preparation of accurate and timely reports.

4. Build and maintain knowledge and understanding of the in-country activities of the components of the International Red Cross and Red Crescent Movement.

5. Chair the Movement Operational Committe jointly with the HRCS Executive Director aimed at coordinating and managing with Movement partners the implementation of activities in Haiti.

6. Ensure priority cross cutting issues are mainstreamed into the recovery programme, such as protection of vulnerable groups, gender, environment, disaster risk reduction, and ensuring that projects are in line with the humanitarian principle of 'do no harm'.

7. Develop strategies to identify, manage and mitigate against organizational risk relating to the recovery programming and eventual handover/exit strategies.

8. Prepare annual work plans and provide regular updates on progress to the Country Representative and the Haiti Support Team.

9. Be accountable for all aspects of financial management and actively for the operations/programmes under his/her responsibility and seek opportunities for securing long term funding.

10. Ensure regular contact with technical focal points at zone and Geneva levels.

11. Manage direct line reports and assigned resources (financial, equipment, etc.) soundly.

12. Take initiative to raise funds for the Haiti operation and related efforts.

13. Represent the International Federation and liaise with counterparts from participating national societies and the ICRC as well as external partners, such as UN agencies (specially clusters), NGOs, donors, bilateral and multilateral organizations and missions active in the country within the mandate of the key tasks and responsibilities set in this job description.

14. Deputise for the Country Representative when requested during his/her absences.

Required qualifications

Education:
- Basic Delegates Training Course or equivalent knowledge
- Relevant university degree or equivalent qualification
- Relevant advanced university degree (Master's or equivalent) or equivalent qualification - Preferred

Experience:
- Minimum of 5 years management experience, including direct supervision of more than 10 people and the management of teams with more than 100 people
- Minimum of 3 years high-level representation experience
- Minimum of 3 years experience in large complex operations
- Minimum of 3 years experience in working for a humanitarian aid organisation in a low-income least-developed countries
- Previous long-term missions in Haiti - strongly preferred
- Acquaint with International Federation policies, procedures and systems - strongly preferred
- Volunteer and/or work experience at national and/or international level in the RC/RC - Preferred
