Objectives
• To complete a donor mapping relevant to supporting climate resilience building work through the Asian Cities Climate Change Resilience Network (ACCCRN) in India, Indonesia, Vietnam and Thailand.
• To develop a prioritized donor engagement strategy for ACCCRN partners.
• To help organize and facilitate a donor coordination meeting in Bellagio, Italy, in the third quarter of 2010.

Background
The Rockefeller Foundation’s Developing Climate Change Resilience Initiative aims to catalyze attention, funding and action to promote resilience to climate change on several levels. We focus on three pivotal areas: Asian urban environments, African agriculture and US policy. The Asian Cities Climate Change Resilience Network (ACCCRN), is a network that seeks to support Asian City partners who will experiment with a range of activities that will collectively improve the ability of the cities to withstand, prepare for, and recover from the projected impacts of climate change. The objectives of this network are to:
• Test and demonstrate a range of actions to build climate change resilience in cities
• Build a replicable base of lessons learned, successes and failures
• Assist cities in the development and implementation of a climate change resilience building process
• Help cities continue activities that build climate change resilience

Anticipated outcomes of this work include:
• Capacity building
Selected cities in South and South East Asia have adequate capacity to plan, finance, coordinate, and implement climate change resilience strategies.
• Network for learning and engagement
A broad range of representatives of cities, civil society, donors, private sector, technical partners engage with ACCCRN to mutually identify and solve key climate change resilience problems.
• Expansion, deepening of experience, scaling up.

New and more diverse partners provide resources and funding for replication in current and new cities to support the implementation of resilience plans and strategies.

The work is currently in a City-level engagement and capacity development phase across all 10 cities, and will enter an implementation phase in mid-2010. It is expected that a number of resilience interventions will be proposed within each city’s climate resilience framework, and that a number of the proposed interventions will be implemented in the third phase of work. Interventions will span health, infrastructure, water, disaster, urban planning/development issues, and will include leveraging policy incentives and investment funds to improve infrastructure, services, disaster management and preparedness strategies. The Rockefeller Foundation is committed to implementing resilience measures in each city and will seek to leverage additional donor resources to support resilience building activities. In order to leverage additional resources, a coordinated donor engagement strategy is needed, which will be supported by the work of this consultancy.

Outputs
The consultant (s) will produce the following outputs:
1) An up to date mapping of actual and proposed donor investments in the four ACCCRN countries in program areas related to building urban climate resilience.
2) A donor outreach and engagement strategy with specific action recommendations for each of the four ACCCRN member countries and for the program as a whole.
3) Assistance with coordination and facilitation of a donor coordination meeting and production of a meeting report.

Responsibilities
The purpose of the consultancy is to conduct background research, assist with strategy development, and assist with organizing a donor coordination convening with the ultimate goal of leveraging additional donor funding to support implementation of urban climate resilience interventions in ACCCRN cities. This work will enable other donors to build off of the capacity developed through ACCCRN to further their programmatic goals on urban disaster risk reduction, urban development, and climate change adaptation through work with ACCCRN partners and stakeholders and will help contribute to building climate change resilience in selected cities.

The consultancy consists of three key activities:
• Donor Mapping: Through desk research, phone and in person consultations, the consultant (s) will produce an up to date donor mapping of current and proposed/ pipeline activities in the fields of urban development, urban management, urban environmental management, disaster preparedness and disaster risk reduction, social protection, and climate change adaptation. The mapping should also include information on the post-Copenhagen climate funding architecture, governance, and allocation to the country level. The consultants(s) should review donor literature: web pages, strategy documents, existing donor mappings, and should synthesise these into an overview of the aid context. Greater resolution of pipeline activities should be developed through donor consultations suggested by project partners as well as priority targets identified through the review of donor literature. Criteria to be mapped include: priority areas / program definition, funding criteria and eligibility, priority geographies, donor contacts, amount of funding available, etc. Initial donor mapping should be completed by April 30, 2010.
• Donor Outreach Strategy: Based on findings from donor mapping research, the consultant(s) will develop a prioritized list of donor targets for each country and for the program as a whole and a set of recommended actions to be taken, with the Rockefeller Foundation and with ACCCRN partners, to further engage the donor targets. Prioritization decisions are to be made according to size of funding available, relevance to ACCCRN objectives, and intelligence on the likelihood that funding could be leveraged to support ACCCRN cities. Recommendations will be captured in a report to be shared with ACCCRN partners no later than May 31, 2010.
• Bellagio Donor Conference on Urban Climate Change Resilience: The Rockefeller Foundation will host a small convening in October, 2010 of selected donor representatives to discuss options for coordinating approaches and pooling resources to obtain greater visibility and impact in developing the field of urban climate change resilience. The consultant will be responsible for: helping to identify meeting participants, developing an agenda and briefing inputs for the meeting, coordinating meeting logistics, facilitating portions of the meeting, and preparing a meeting report. Meeting planning will occur in close consultation with Rockefeller Staff and Bellagio conference facility staff.

In order to successfully carry out this work, the consultant is expected to:
• Document the results of their work by preparing memos and synthesis documents periodically for review by program staff and regular phone calls with program staff.
• Monitor and track developments in the field of climate change resilience funding and keep the Foundation abreast of these developments.

Location
The position may be based anywhere in the world, but the consultant will be expected to travel to Indonesia, Thailand, Vietnam, and India to conduct interviews as well as potentially to Bangkok to brief Rockefeller staff.

Timeline
The consultancy will be for ten months and is expected to begin in mid- March 2010 and be completed in December 2010.

Compensation (Bidding if applicable)
The foundation provides a competitive remuneration package based on experience and qualifications. If however, the consultant requires the assistance of additional consultants to provide more specific country-based information or subject matter expertise, the consultant may submit a bid that includes:
1) An expression on interest in relation to the TOR.
2) A Capability and track record statement, including past track record with similar work.
3) Proposed analytical approach to the work,
4) Staff / Consultants to be involved in the work, and their qualifications.
5) Availability to start work (date)
6) Budget request, disaggregated by activity.

Qualifications
We seek highly motivated people with outstanding credentials and a strong record of professional accomplishment in the region. Preferred qualifications include:
• Demonstrated knowledge of the region.
• A track record of successful donor engagement work, including evidence of past donor mapping and donor analysis work.
• Excellent analytical, oral and written communication skills.
• A demonstrated ability to produce on time.

Requirements
• Fluency in English.
• Graduate degree plus a minimum of five years working experience.
• The ability to travel extensively throughout the region.
• Past development work experience in South and Southeast Asia.
