Job purpose

To provide technical support and leadership in achieving YCI’s thematic goals for disaster risk reduction and emergency response

Key tasks

1. Strategy implementation
- Monitor and facilitate YCI’s progress towards achieving strategic goals for Disaster Risk Reduction (DRR) and emergency response.
- Review and update strategy as necessary

2. Technical advice
- Provide technical briefings to IPD desk staff on DRR relevant to programming
- Advise on integration of DRR activities into development programmes, the management of these activities and monitoring and evaluation of quality and impact for DRR outcomes
- Where appropriate directly support partners to implement DRR activities within programmes, in close collaboration with desk staff

3. Programme Management and fundraising for DRR
- From time to time lead on institutional fundraising for discrete DRR and, where appropriate, Climate Change Adaptation (CCA) projects, with particular responsibility for DG ECHO funding opportunities and any other DRR specific funders.
- Work with fundraising colleagues to secure funding for DRR projects
- From time to time manage discrete DRR projects

4. Capacity Building

Internal
- Provide training to staff on DRR and emergency response issues relevant to the work of the department
- Develop internal guidance and tools to support integration of DRR into programmes
- Provide briefings on emerging discussions and debates around DRR and good practice in emergency response

External
- Provide ongoing support to world and regional alliance efforts to standardise emergency response procedures and build capacity in YMCAs to meet these standards
- Provide training to national and regional YMCAs on organisational and community disaster preparedness, good practice in emergency response and disaster risk reduction

5. Emergency response coordination
- Provide leadership of YCI’s Emergency Working Group
- Annually review and update YCI emergency guidelines to ensure they reflect current learning and practice
- Provide technical support to desk staff on the management of emergency projects, and ensure staff compliance with emergency guidelines
- Provide distance and (when appropriate) in-country technical support to partners in the completion of the preliminary, full-length appeal and reports
- Work with fundraising colleagues to secure funding for emergency work
- Assess capacity of new and existing partners to deliver on emergency related activities
- Advise desk staff on development and funding for longer-term rehabilitation projects, particularly in the event of large-scale emergencies

6. Learning and research
- Capture YCI experience on DRR and preparedness planning and share internally and externally as relevant
- Oversee research on topics relating to DRR/CCA and emergency response

7. Representation and Networking
- Represent YCI at BOND and other relevant meetings and conferences around the theme of DRR and emergency response
- Lead on developing strategic partnerships and relationships with institutions or organisations that may provide technical or specialist support for thematic area

8. Communication and promotion of work
- Ensure tools and research produced related to theme of DRR and emergency response are disseminated through appropriate forums
- Ensure that YCI’s Communications Manager is regularly informed with news on our DRR and emergency work so that YCI’s website is regularly updated.

Requirements

- Degree level education in International Development, Disaster Management or a related field.

- At least 2 years experience of working in Disaster Risk Reduction and/or Emergency Response, including direct responsibility for developing and projects funded by large donors such as the European Commission.

- Experience of integrating DRR into international development projects.

- Experience of the training and capacity building of southern partners, preferably in Disaster Risk Reduction and/or Emergency Response

- Fluency in written and spoken English.

- Extensive knowledge of Disaster Risk Reduction policy and practice.

- Excellent writing skills.

- Good analytical skills to appraise DRR and emergency response proposals and reports from local partners.

- Good financial management skills to prepare budgets for funding applications, analyse financial information, negotiate budget variations etc.
