Background

The World Bank is developing an overall strategy and approach to support our clients’ efforts in coping with the global climate change and its impacts, with the emergence of a set of new AAA deliverables (vulnerability and adaptation assessments, capacity building programs, pilots) and implementation instruments (Global Environmental Facility, Climate Investment Fund, Forest Carbon Partnership Facility, and Global Facility for Disaster Risk Reduction) globally and the SE Asia region is trying to adopt these to the region.

Duties and responsibilities

Based in the Bank’s Vientiane office, the successful candidate will assist the TTLs in project preparation, documentation, and supervision. During the course of project preparation and supervision, the staff will also be required to join missions led by Task Team Leaders. The specific tasks are listed below:

1. Work as a Co-TTL for the Cambodian PPCR and FIP in Lao PDR financed under the Climate Investment Fund (CIF) and the Forest Carbon Partnership Facility (FCPF);
2. Support TTLs for the preparation, implementation, day to day management and supervision of the above mentioned ongoing projects in Lao PDR and in Cambodia;
3. Support TTLs in preparing future projects related to the disaster risk management;
4. Coordinate and initiate climate change and DRM related discussion in Lao PDR with the relevant departments at the MPI, MAF and MoNRE, and Ministry of Environment (MOE) and Ministry of Economy and Finance (MEF) of Cambodia, among others as well as other relevant UN, CSOs and aid agencies working on climate change and DRM in the region;
5. Working closely with members of the Lao World Bank team to maintain good relationships between the World Bank and government agencies, donor agencies, and other stakeholder groups in order to improve the effectiveness of Bank support;
6. Represent the World Bank at seminars, thematic meetings and working groups and other government/NGO/international partner consultations;
7. Support the relevant government counterparts in technical capacity building related to climate change adaptation, REDD+ and DRM initiatives;
8. Facilitate and contribute to the work of other units in Socially Sustainable Development Department (SSD) and help develop stronger synergies within the SSD country program. Team work across sectors is expected.
9. Strategy and market development support to EASTS and ENVCF; and
10. Respond to regular internal and external requests for agriculture and natural resource sector information;

Selection Criteria

1. He/she must hold at least a master’s degree in environmental management, environmental science, natural resources management or other related fields to support the climate change adaptation, REDD+ and DRM programs in Lao PDR and Cambodia.
2. At least 7 years working experience in natural resources and/or environmental management, climate change adaptation, carbon finance, REDD+ and DRM. This should include demonstrated experience and ability to work with clients and partners. The ideal candidate would have a blend of a solid technical background and/or experience in environmental management, combined with training and/or experience in climate change policy, environmental economics or carbon finance related business/activities.
3. Proven project management and team work skills. The selected individual must be flexible to adjust quickly to changing circumstances as required by the work program and be able to learn quickly operational skills needed for the successful management of the World Bank projects. Prior experience with World Bank operations would be a plus but is not a requirement.
4. Experience working in Southeast Asia or Cambodia would be an asset.
5. Outstanding communication skills (listening, verbal and written communications skills) in English and Lao. Proven ability to communicate effectively with varied audiences.
6. Willingness to travel regularly to the field. This position will require regular travel to various rural areas in Laos, Cambodia and possibly other countries.
7. Proficiency in relevant computer applications such as Word, Excel, and Powerpoint.
