Plan International is looking for a Child Protection in Emergencies Specialist to be the expert in child protection in disaster risk reduction. To provide awareness training and capacity building internally and to represent Plan globally within the external fora and to undertake a review and mapping of Plan’s existing Child Protection programming in Emergencies (conflict and natural disaster) and implement these reviews into future programming.

About the role

- Undertake capacity building, training and support to Plan staff on child protection in emergencies, and establish training programme for the future
- Identify and develop training manuals, guidance documents, and toolkits on key Child Protection in Emergencies issues; work with Plan child protection staff to ensure coherence with Plan CP policy and to build synergy with existing skills and training
- Prepare Plan International policy briefs/position papers on key Child Protection in Emergencies issues
- Support the Director for disaster risk management on any child protection issues or other issues in consultant’s competence
- Support COs during disasters on assessment of CP needs and design or evaluation of CP programmes
- Lead Plan’s involvement with the Child Protection Cluster Coordination mechanism; Brief Plan Geneva Representative to take part in meetings in Geneva; visit Geneva for at least one meeting and establish contact with key players in the cluster; support RO and CO to take part in Child Protection Cluster at regional and CO level
- Represent Plan at the Inter-Agency Learning Network on Care and Protection of Children in Crisis-Affected Countries (Columbia University & UNICEF) at Global level and support Plan CO to participate in Programme Learning Groups at the country-level
Identify and compile list of Plan CO, RO and NO staff with protection-specific experience for inclusion in the Plan Emergency Response
 - Roster; support recruitment of CP specialists in countries
- Identify opportunities for proposals for child protection funding in disaster risk management
- Identify and develop template project design/proposals on Child Protection in Emergencies, including support to CO and RO for proposal submission to bilateral donors
- Identify and develop a relationship with multilateral donors for Child Protection in Emergencies, coordinate NO engagement with those donors; support NO’s to build profile with bi-lateral donors 

About you

- Programme experience of child protection in emergencies, preferably in conflict
- Experience of psychosocial programming
- Experience of working in an international NGO
- Experience of UN clusters and the international systems for child protection
- Degree or equivalent in law or human rights
- Previous experience of designing and delivering training
- Training and facilitation skills
- Project management skills including planning and scheduling, process design, implementation and monitoring and evaluation
- Advocacy, influencing and negotiating skills, experienced in gaining commitment from a wide range of people, bringing about change and providing support from a distance
- Networking skills
- Experience of dealing with alleged cases of child abuse, and able to demonstrate an approach in responding to these that is professionally and ethically sound 

Languages

Fluent in English and good working knowledge of French/Spanish

Location and Travel

Base location for the role is flexible within Plan global offices, with international travel and considerable travel to International Headquarters in London.
