Invitation to tender - Final evaluation of four year Niger disaster risk reduction programme

CARE International UK (CIUK) is seeking a consultant to lead the final evaluation of a DFID-funded, four-year Disaster Risk Reduction (DRR) programme in Niger. This programme is implemented by a consortium of five agencies led by CARE.
The consultant will be a highly competent evaluator with excellent DRR knowledge as well as fluent English and French. He / she will be able to work closely alongside a local evaluator to produce a final evaluation report that is a record of achievements in DRR as well as lessons learnt.
The evaluation process will take place over three weeks from 14 March 2011. The consultant will be required to travel to Niger in this time, although, depending on the security context, may not be able to leave Niamey.
