Género y reduccion del riesgo de desastres - acercamiento a nivel local (Chile)
Since 2012, the National Emergency Office of the Ministry of the Interior and Public Security, ONEMI, has coordinated the Risk Management and Gender Working Group, with the aim of promoting a space for reflection and inter-institutional coordination for the incorporation of the gender approach in Disaster Risk Reduction in Chile. This Working Group is promoted and supported by USAID/OFDA, Caritas Chile, and the Ministry of Women and Gender Equality. Since its creation, the Working Group has proposed a series of documents, guides, and recommendations for the incorporation of gender in Disaster Risk Reduction at the local level.
This document is a continuation of that work and the first developed with the support of the university research center, CITRID. Why is there a need to integrate the gender approach in Disaster Risk Reduction? Women are affected differently by socio-natural disasters and the effects they generate, which deepen pre-existing gaps in relation to access to goods and services, increasing levels of domestic and sexual violence, which hinder the possibilities of early recovery. On the other hand, as stated in this document by the experts of the Disaster Risk Reduction Program of the University of Chile CITRID, there are modalities of cooperation, solidarity and care between genders, which should be systematized and valued by society. Why is the Municipality the recipient of this document? Most emergencies and disasters are initiated, responded to and recovered from at the local level, hence the importance of local actors: communal authorities, first responders, the Communal Civil Protection Committee and/or the Municipal Emergency Operations Committee, NGOs and neighborhood organizations present in the territory, managing to incorporate the gender approach in the processes of prevention, preparation, response and recovery from adverse events that affect the community.

A partir del año 2012, la Oficina Nacional de Emergencia del Ministerio del Interior y Seguridad Pública, ONEMI, coordina la Mesa de Trabajo Gestión del Riesgo y Género, con la finalidad de promover un espacio de reflexión y coordinación interinstitucional para la incorporación del enfoque de género en la Reducción del Riesgo de Desastres en Chile. Esta Mesa es impulsada y apoyada por USAID/OFDA, Caritas Chile, el Ministerio de la Mujer y la Equidad de Género.
Desde su creación, la mesa de trabajo ha propuesto una serie de documentos, guías y recomendaciones para la incorporación de género en la Reducción del Riesgo de Desastres en el nivel locaI. El presente documento es una continuación de ese trabajo y el primero desarrollado con apoyo del centro de investigación universitario, CITRID.
¿Por qué existe la necesidad de integrar el enfoque de género en la Reducción del Riesgo de desastres? Las mujeres son afectadas de manera diferente por los desastres socio-naturales y los efectos que estos generan, los que profundizan las brechas pre-existentes en relación al acceso a bienes y servicios, incrementándose los niveles de violencia doméstica y sexual, los que dificultan en las posibilidades de recuperación temprana. Por otra parte, tal como lo plantean en este documento los expertos del Programa de Reducción de Riesgos y Desastres de la Universidad de Chile CITRID, existen modalidades de cooperación, solidaridad y cuidado entre los géneros, que deberían ser sistematizados y puestos en valor por la sociedad.
¿Por qué el Municipio es destinatario de este documento? La mayoría de las emergencias y desastres se inician, responden y recuperan en el nivel local, de allí la importancia de que los actores locales: autoridades comunales, primeros respondedores, Comité Comunal de Protección Civil y/o Comité Municipal de Operaciones de Emergencias, ONG’s y organizaciones vecinales presentes en el territorio, logren incorporar el enfoque de género en los procesos de prevención, preparación, respuesta y recuperación ante eventos adversos que afecten a la comunidad.
