Building regulatory capacity assessment for Sierra Leone
The BRCA aims to provide a review of the existing building regulatory framework in Sierra Leone and identify intervention areas and priority actions that address gaps and optimize regulatory systems and processes. Informed by a combination of a literature review, field visits and consultations with experts and stakeholders in the government and private sector, the Sierra Leone's BRCA aims to identify priority actions to strengthen the country's building regulatory framework.
The recommendations that flowed from the assessment of these needs were grouped into four intervention areas (IAs) the priority areas in which to target reform action. These recommendations are listed below.
- Develop hazard data and implement the regulatory instruments required for the control of building safety and quality by national and local government authorities
- Develop standards and a certification system for construction materials, products and methods
- Strengthen land use planning and building control, and raise public awareness of the construction permitting system
- Develop a highly skilled workforce for key built environment functions
