Muhammad Abdul Quayyum, National Project Director, Comprehensive Disaster Management Programme (CDMP II) introduces in the Pakistan Observer the disaster management paradigm shift from the conventional relief and rehabilitation to a more comprehensive approach putting more emphasis on reducing risk and addressing vulnerabilities that took place in Bangladesh. He asserts that "preparedness for disasters, along with effective prevention and mitigation measures, is imperative for disaster risk reduction and resilience building."
