Facilitating DRR Innovation Development in Schools and Communities (local training)

In this course participants will be equipped with knowledge and skills to engage community members in designing and implementing Disaster Risk Reduction (DRR) innovations. They will learn about the basic processes and tools to facilitate assessment and planning. This training is for local government, school and non-government staff.

COURSE DESCRIPTION

The Philippines is vulnerable to almost all types of natural hazards because of its geographical location. It is located within the Circum-Pacific belt of fires and along a typhoon path. As a commitment to the Hyogo Framework for Action that the Philippine Government signed in 2005 in Hyogo, Japan, the Disaster Risk Reduction and Management Act of 2010 was signed into law by the Philippine President in 2010, known as Republic Act 10121. The Sendai Framework for Disaster Risk Reduction recognized the importance of empowering local authorities and communities in reducing disaster risks. However, many agencies and organizations still find it challenging to implement DRR-related innovative, context-specific and sustainable solutions. This course will provide participants with basic understanding of disaster risk reduction (DRR) and participatory approaches. Specifically, participants will be familiarized with processes and tools to facilitate disaster risk assessment, risk reduction planning and innovation development. Participatory development puts emphasis in building capacities of communities and local authorities so they can facilitate their own risk reduction process.

OBJECTIVES

By the end of the course, participants shall have:

  1. Developed a shared understanding of the concepts, principles and practice in DRR

  2. Demonstrated the use of selected tools in conducting participatory disaster risk assessment, risk reduction planning at the community level and designing community DRR approaches; and

  3. Identified strategies to sustain community-led initiatives.

METHODOLOGIES

The course uses a participatory training approach. Short lectures are complemented by group exercises, case study analysis, plenary discussions and field visits to communities. The trainers are experienced field workers who have been working in disaster risk reduction. The course also features a field practicum where participants use the participatory tools to facilitate participatory disaster risk assessment and risk reduction planning in the community. Participants will be provided a structure on how to apply learnings in their respective work contexts.

CONTENT

Module 1. Concepts, Principles and Practices in DRR
Disasters and climate change impacts disrupt and affect community development process. This module discusses disaster risk reduction (DRR) as a development paradigm and framework. Participants will learn the history and relationship of DRR to disaster management, climate change adaptation and ecosystems management including highlights of the Sendai Framework for DRR Discussions on DRR and climate change adaptation and the four minimum requirements of a community-led DRR process.

Module 2. Facilitating DRR at the community level: Methods and Process
For it to be effective and sustainable, DRR innovations must be context-specific. There will be more in-depth learning discussion on the four minimum requirements of community-led DRR namely, participatory disaster risk assessment, risk reduction planning, community organizing and participatory monitoring, evaluation and learning. Participants will learn how to use participatory learning and action (PLA) tools to conduct participatory disaster risk assessment and analysis (PDRAA) and to translate the disaster risk assessment results into community-level DRR plans and mechanisms for monitoring, evaluation and learning. Participants will interact with community leaders and members and use PLA various tools during the guided fi eld visit.

Module 3. Sustaining DRR Initiatives
Participants will learn how to facilitate documentation and sharing of experiences as part of advocacy, resource mobilization, networking, monitoring and evaluation, and learning. There will be a discussion on linking community organizations with other actors who are engaged in DRR and in accessing resources for CMDRR. Approaches to integrate DRR in various development programs and plans such as those related to livelihood development, natural resources management, health systems, development and education are also included.

Module 4. Action Planning
Participants will develop an action plan for implementation which are based on the realities of the communities and implemented in line with organizational, program or project thrusts.
