Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. Organizational Context

The awareness and needs to better manage a crisis situation in Indonesia has been arising with the devastating earthquake and tsunami in Aceh and Nias 2004, and the subsequent major natural disaster afterward in various part of Indonesia. Until recently, the earthquake in West Sumatera 30 September 2009, earthquake and tsunami at Mentawai Island of West Sumatera 2010 and post Merapi eruption 2010 gain the calamity status of “a provincial disaster which draws attention from the central government and international community”, which allows the international community to contribute in the recovery processes. Indonesia, since post tsunami 2004, has largely utilized the ECLAC methodology to assess damages and losses. The Early Recovery (ER) framework generated from this assessment introduced the social/human dimension in the post disaster assessment and post disaster recovery framework.

Duties and responsibilities

To perform the following tasks to support IMDFF-DR Technical Committee:

1. Provide strategic guidance to the Technical Committee as necessary, that are relevant to the Government post disaster recovery framework;
2. Providing materials, reports and other documents including agenda prior to a Steering Committee meeting as well as a Technical Committee meeting;
3. Supporting coordination and meetings of the Steering Committee as well as the Technical Committee and ensuring that all results of the meetings are implemented effectively;
4. Administering proposal submission, processing into standard format that facilitates assessment of the proposal by the Technical Committee;
5. Supporting the secretariat to perform monitoring and evaluation of activities and reporting them to the Technical Committee

Expected Result: Effective and efficient operation of at least the planning, appraisal and fund channeling unit of the IMDFF-DR secretariat.

To perform the following tasks to provide Policy advice and support to the DSADR:

1. Liaise with UNDP and other directorates in Bappenas on matters pertaining to IMDFF-DR and TS-R2C3, in consultation with the NPD of TS-R2C3;
2. Facilitate initiatives to identify the needs for risk reduction advocacy in strategic areas of intervention;
3. Provide support for enhancing UNDP’s comparative advantage to Government-supervised fund facility for disaster recovery.

Expected Result: Communication / coordination among projects under DSADR supervision is developed, with a focus on risk reduction mainstreaming perspective to be included in the post disaster recovery framework.

To provide strategic inputs for policy advocacy to Bappenas on matters concerning the completion of the R2C3 assets handover and management:

- Upon direction and assignment of the NPD and the endorsement of the technical supervisor at DSADR, to provide inputs for policy advocacy in strategic areas of intervention leading towards the R2C3 asset handover and management

Expected Result: Strong collaborative relationship is developed between TS-R2C3, DR4 as well as with GOI institutions, to ensure that through close monitoring of the process, the GOI is provided with regular updates on asset transfer and management processes

Reporting

1. Produce monthly substantive reports on relevant functions as appropriate.
2. Produce lessons learned report from task implementation prior to assignment completion as appropriate.

Impact of results

Successful implementation and achievement of TS-R2C3 Project Development Objectives and Outputs through effective implementation of project activities, effective management, strategic planning and partnerships, production of meaningful knowledge management products, high-quality reports and constant monitoring and evaluation.

Required skills and experience

Education:

- Minimum 3 (three) years of professional experience for Master Degree or higher, or 7(seven) years of professional experience for Bachelor Degree, preferably from the background of Public Administration, Economic Development, Development Planning, or other relevant field.

Experience:

- Preferably in the field of development, including work on disaster prevention, relief, recovery, disadvantaged area development and management; knowledge of similar fund facility and Aceh-Nias will be an advantage.

Language Requirements:

- English and Bahasa Indonesia
