Under the overall leadership of Managing Director, and with support and guidance from the disaster risk reduction specialist, the post holder will lead and manage the planning and successful implementation of Afghanaid Disaster Risk Reduction (DRR) programme at national level with particular emphasis on the implementation of Community Based Disaster Risk Management (CBDRM) approach at the provincial level

Key responsibilities

-Coordinate and support the provincial teams on planning, budgeting and implementation of Community Based Disaster Risk Management activities in Samangan, Ghor and Badakshan provinces
-Liaise with Afghanaid other programme staff on mainstreaming DRR in to existing programme activities such as agriculture, livelihood, micro enterprise etc.
-Develop ToRs and coordinate with partner organisations to organise and conduct DRR related capacity development trainings such as CBDRM, First Aid, Search & Rescue, Early Warning & Evacuation and community disaster preparedness etc
-Liaise with ANDMA, Provincial DMA, DRR National Platform and NGO DRR coordination body for advocacy and networking
-With the support of DRR specialist, develop Community Based DRR operational guidelines for field staff and work towards developing Afghanaid National DRR programme strategy
-Work together with DRR specialist and partner organisations to develop DRR training modules and CBDRM manual for field staff
-Participate in national level Technical Working Groups and contribute to the development of Strategic National Action Plan (SNAP) of the government of Afghanistan
-Support ANDMA sub- national tiers at provincial and district level through their capacity development, supporting them to develop National, provincial and district disaster risk management plans through consultative process involving representatives of rural women and men
-Support field staff to organise and conduct Hazard Vulnerability and Capacity Assessments (HVCAs)
-Support the field staff to develop community DRR plans based on the HVCAs and implement community level risk reduction activities
-Work together with DRR specialist and relevant artists to develop and print disaster preparedness awareness materials such as posters, leaflets etc.
-Identify training needs of the field staff and volunteers and facilitate capacity development initiatives
-Identify best practices related to DRR and develop case studies and other knowledge management outputs for sharing and improvement of the programmes
-Participate in national and international forums and contribute to the on going debate to develop the DRR sector
-Participate in Afghanaid internal meetings and discussions to develop systems, guidelines, programme approaches and project proposals
-Support the field staff to conduct emergency needs assessments as and when necessary. Plan and coordinate emergency response activities in consultation with the senior management.

Competencies and skills

-Bachelor’s degree or diploma or long-term training in a relevant discipline (preferably in Community- Based Disaster Risk Management/CBDM).
-Master’s degree in the relevant subject will be desirable.
-Excellent knowledge and established track record of having responded to humanitarian emergencies as well as skills in design and management of all stages of project cycle in disaster risk mitigation and preparedness work at grassroots level with focus on natural disasters, together with well developed skills in rights based community development models and social mobilization.
-Worked on mainstreaming disaster risk reduction in livelihoods and education work.
-Have experience of designing and running capacity building initiatives in DM for literate and non- literate groups of women and men.
-Have work experience either with a large national or international NGO. Work experience in the UN and with government in the field of DM will be an advantage.
-Have good understanding of ANDMA and its priorities in the country. -Knowledge on how to coordinate with other NGOs and the government. The post requires ability to deal with difficult work situations; and willingness to travel, live and work in districts of Afghanaid working area.
-Have good communications skills in English, local languages, and computer literacy in word processing and excel.
-Need proposal development, report writing, and monitoring skills. The post also demands personal integrity, and self motivation as well as knowledge of personal strengths and weaknesses.
