It incorporates disaster prevention in the picture, recalling that the increase in extreme weather events also increases the need for investment in disaster management and advocates for regional coordination frameworks to respond to the effects of climate change and natural disasters. It also asserts that predictable aid is important to support long-term development efforts and that catastrophic risk insurance instruments are available to provide resources when 'natural' disasters strike.
