The South Korean newspaper Chosun Ilbo reports on the challenges ahead for the National Emergency Management Agency to implement the disaster prevention act implemented in 1998, pledging to reduce damage from natural hazards. The paper cites delays and budget issues as one of the biggest hurdles facing its disaster risk reduction efforts.
