Context of the mission

HI launched its operations in Timor-Leste in 2001, offering support to victims of the independence conflict with Indonesia. HI continued its aid efforts in 2002 and 2003 before withdrawing from the country. After almost 10 years of absence, HI then re-established its office and team presence in Timor-Leste in 2012. HI has since been active in two sectors: Inclusive Education and Inclusive Development. Two inclusive education projects have been implemented: technical support to Plan International in Aileu district from 2013 – 2015 and an independently implemented project between 2014 and 2016. In addition, an Access to Justice and Support to DPOs (Disabled Peoples Organizations) project was implemented from October 2015 to September 2017-the Advocating for Change project. Since the end of the last project in 2017, HI has not yet found any funding opportunity to continue operations beyond 2018.

Role description

Under the direct supervision of the Regional Operations Coordinator and functional link with DRR Technical Advisers (at regional level and HQ), the Inclusive DRR Technical Adviser will support the launch of a capacity development support for Timor-Leste DPOs, specifically RHTO on inclusive disaster risk reduction, in close coordination with Oxfam Timor-Leste.

The capacity development support project, if approved, is an 18 months project, starting in August 2018 aiming at supporting inclusive disaster risk management and inclusive humanitarian action programming and implementation, in the frame of Disaster READY, a DFAT funded project implemented in consortium by Australian Humanitarian Partnership members (Oxfam, Plan International, CARE and World Vision) in Timor-Leste. Oxfam Timor-Leste is leading the disability inclusion cross cutting thematic in the consortium, in partnership with RHTO, a national disabled people’s organization working at national level and in all districts. Oxfam is funding a disability inclusive DRR focal person in RHTO, DPO widely supported by DFAT and CBM among others. Aside from recognizing the need to support capacity building of the DRR focal person at RHTO, Oxfam recognized the need for an external support on disability inclusive DRR actions, in the frame of Disaster READY project.

The technical adviser’s main responsibility will be to kick start the project, following agreed milestones and activities with Oxfam and RHTO such as: conducting assessments and designing a detailed capacity building work plan for the duration of the project, leading initial capacity building activities and supporting project handover to the national DRR adviser based in Indonesia, who will lead the project for the remaining period. The work will be supported remotely by the DIDRR focal person based in India, in close coordination with HI global DRR technical adviser based at HI’s headquarters.

The main responsibilities are:

• Lead participatory diagnosis on inclusive DRR related capacities and needs of RHTO and other AHP partners/agencies
• Initial development of the Inclusive DRR learning package
• Capacity development of RHTO focal person
• Recommendations for the 18 months technical support project design and handover to HI Indonesia Timor-Leste DRR technical adviser

Candidate profile

Bachelors degree in social science, project management, international development

Experience:

• Five years of professional experience of which at least three should have been spent in inclusive disaster risk reduction programs, including proven experience on capacity building and as trainer
• Experience or expertise on disability inclusion

Competencies:

• Pedagogy and adult learning methodologies
• Capacity building, coaching and mentoring
• Capacity to analyze, synthesize, write and formalize tools and training modules
• Organizational and coordination skills
• Knowledge of project management and monitoring, evaluation, accountability and learning processes and tools
• Excellent command of English (both written and spoken)

Special notes

The HI Office in Timor-Leste is located in Dili, its capital. Wherever you will live in Timor-Leste you will be able to find activities to do. Expatriates should adapt their way of life to local cultures. Nevertheless, most of them enjoy the country through an easy social life and access to entertainment.

Conditions

• Salary from 2031 € gross/month regarding the experience of the candidate
• Per diem: around 500€ net/month
