Implementation of the Sendai Framework at the EU level: the take-up of resilience measures by Local and Regional Authorities
This report discusses the role of local and regional authorities (LRAs) in the implementation of the Sendai Framework in the European Union (EU). As LRAs have an important role in most of the civil protection systems of EU Member States (MS), some activities as envisaged in the European Commission's Sendai Action Plan may best be addressed in collaboration with all levels of government. These include the collection and sharing of loss and damage data, the sharing of knowledge and experiences, the promotion of public-private partnerships in disaster risk management, the understanding of green infrastructure development in cities and urban areas, and the promotion of existing programmes for government officials for disaster risk management and capacity building.
This document also includes relevant implementation priorities and a comparative analysis of disaster risk reduction systems at the regional level. It confirms that while there is a wide and diversified panorama of administrative and legal mechanisms throughout the EU, in several cases LRAs hold the institutional and political responsibility to protect their citizens and are often the first level of government managing disasters as they happen. Implementation of the Sendai Framework at the EU Level describes value-added opportunities to enable LRAs to contribute to the successful achievement of goals and targets in the fields of disaster risk reduction and resilience building.
