Responding to the call for concentrated action, governments and communities are formulating ambitious plans to reduce their disaster risk. The success of these plans is constrained by the capacity of institutions and the competency of practitioners and policy makers to effectively implement them. Sustained efforts in disaster risk reduction (DRR) and urban resilience require investment in people by providing them with access to knowledge that can build their skills and expertise. In order to contribute to the sustainable development of DRR capacities and resources, EMI is launching the Institute for Urban Resilience (IUR) on July 11, 2014 at Makati City Session Hall, Philippines.

EMI will hold a Megacities Forum on Building Urban Resilience: Philippines Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010) Achievements, Challenges and Implementation Progress. The forum will proceed after the launching of EMI's Institute for Urban Resilience. The Megacities Forum will provide a venue for stakeholders (national government agencies, local government units, academe, civil society organizations and international and regional development and humanitarian partners) to discuss, assess and review the current status of RA10121 implementation in the Philippines. It will identify accomplishments, gaps, issues and challenges in implementation at the national and city level and collectively come-up with recommendations to address the gaps, issues and challenges. It will also initiate dialog among all stakeholders to provide further opportunities for learning and sharing, and to promote and disseminate sound practices, initiatives and investments in urban disaster risk reduction.
