Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity-building center, ADPC develops and implements cross-sectoral projects/programs on the strategic themes of preparedness for response and resilient recovery, risk governance, urban resilience, climate resilience, and health risk management. ADPC strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, poverty and livelihoods, and regional and transboundary cooperation. ADPC supports the implementation of national, regional, and global frameworks, including Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR), the Paris Agreement for Climate Change, the New Urban Agenda, the recommendations and priorities of World Humanitarian Summit (WHS), etc. For details, please refer to the ADPC website at http://www.adpc.net/.

Background

ADPC, in partnership with the Ethiopian Disaster Risk Management Commission (EDRMC), is currently implementing a program, namely “Improving Coordination Capacity for Preparedness and Emergency Response in Ethiopia (ETCOR),” with funding and technical support from Bill & Melinda Gates Foundation. The program aims to improve the institutional capacity of EDRMC and key sectoral ministries, including Agriculture and Health, by enhancing systems, capacity, and coordination mechanisms for preparedness and response, and improving information and knowledge management systems.

The program focuses on supporting the relevant Government institutions in the effective coordination of emergency relief, humanitarian coordination, emergency preparedness, and early recovery actions in Northern Ethiopia and other vulnerable regions where the respective sectoral stakeholders are involved. The medium to long-term focus will be on enhancing the inter-and intra-sectoral coordination capacity of the government system for overall preparedness and emergency response in Ethiopia.

Purpose and objectives

The program is looking to recruit a qualified consultant as the Information and Communication Technology (ICT) Consultant to be based in Addis Ababa, Ethiopia. The consultant will be responsible for and is expected to provide technical assistance to the ICT Directorate in coordination with other Directorates and the key objectives of the position are:

  1. Customization of SharePoint.
  2. Improve EDRMC portal with relevant documents and updated information.
  3. Review, update, develop, and implement EDRMC’s ICT policy, information systems and standard operating procedures (SOPs).
  4. Technical assistance for harmonization and automation of ICT and information management systems.
  5. Support on system administration, data management and visual reports/dashboards.

This position is open for Ethiopian Nationals only.

Note: It is not the intent of this TOR to cover every aspect of the position requirements but rather to highlight the most important areas of personal and joint responsibility.

Expected outputs

The consultant will be based at EDRMC (full-time). The consultant will be reported to the Deputy Commissioner, work closely with ICT Directorate, staff, and coordinate with other Directorate(s) in delivering the following outputs within the specified timeline:

  1. Customized EDRMC organizational SharePoint.
  2. Upgraded EDRMC organizational information portal based on the identified needs and requirements.
  3. ICT policy reviewed, SOP updated and supported the initial implementation
  4. Provided technical assistance and resources for the enhancement and automation of EDRMC’s ICT and information management systems.
  5. Established the systems that should be available and accessible to end-users at the EDRMC and remotely, with all data management issues resolved and visual data reports/dashboards completed/updated.

Responsibilities and tasks

  1. Linkage strengthening: Support and enhance the integration of information management and ICT-related support areas across EDRMC directorates.
  2. Technical assistance and integration: Provide technical assistance for the integration and automation of the information management system.
  3. System administration and recommendations: Assist for the availability and accessibility of the system to the end-users, identify challenges and gaps within the ICT sector and formulate feasible recommendations to address identified issues.
  4. Reporting and progress updates: Deliver regular monthly updates on system improvement and prepare comprehensive quarterly reports on ICT and information management system implementation progress.
  5. Other duties: Undertake additional duties and responsibilities as assigned by EDRMC/ ADPC to achieve the overall objectives of the position.

Working principles and reporting relationship

Overall supervision and reporting

In performing the duties and responsibilities indicated above, the consultant will be under the overall guidance and supervision of EDRMC, and work in close coordination with ADPC Program Manager based in Addis Ababa, Ethiopia. The consult will closely work with EDRMC’s staff, and coordinate with the ICT Directorate and other Directorates of EDRMC, and the ADPC program team in Ethiopia.

Administrative coordination and liaison

In performing above stated services, the consultant will liaise with the ADPC team based in Addis Ababa, Ethiopia, and all administrative reports and requests, including travel authorizations, timesheets, and related forms be counter-endorsed by the ADPC Program Manager based in Addis Ababa if charged to the project resources.

Qualifications

Education

  • Advanced university degree (Master’s degree or equivalent) in Information and Communication Technology, Management Information Systems (MIS), or related fields. Working experience in Ethiopia is essential.

Work experience

  • At least 10 years of proven experience in ICT, software development, database management, information systems and management.
  • Experience in SharePoint customization.
  • Experience in Disaster Risk Management information system.
  • Experience in system administration Windows, Linux variant servers, Web and Database servers.
  • Experience in automated information management systems in emergencies.
  • Knowledge of digital strategy, IT governance, and IT Service Management is desirable.
  • Familiarity and at least 5 years of experience in working with government agencies.
  • Knowledge of the working ethics of national government agencies, international NGOs, national NGOs, private organizations, and international organizations would prove to be an added advantage.
  • Excellent English proficiency in oral and written communication is required. Verbal and written communication skills in Amharic are essential.

General requirements

  • Operate within all EDRMC and ADPC Guidelines and procedures/policies.

Itinerary

In case the official mission under the ETCOR program outside of the duty station is required, the consultant will be entitled to domestic flight, local travel, daily subsistence allowance, accommodation, and other related travel costs as per EDRMC financial and administrative policies and cost will be covered by the program.

Condition of payment

The consultant will be paid a monthly professional fee upon submission of timesheets to be approved by EDRMC and counter-endorsed by ADPC Program Manager based in Addis Ababa, Ethiopia. The consultant is expected to submit monthly timesheet related to the tasks along with the above-stated deliverables.

All taxes, duties, and government charges imposed or levied in connection with this contract will be the sole responsivity of the consultant.
