1. Responsabilité institutionnelle
L’Organisation pour la prévention et l’intervention contre les risques et contingences (OPIRCo) est chargé de l’élaboration d’indicateurs nationaux sur lesquels les représentants nationaux pourront présenter des rapports. Ces indicateurs constitueront des jalons dans la mise en œuvre du projet ainsi que la réalisation des résultats convenus. L’OPIRCo présentera aux bailleurs de fonds et aux partenaires de développement les rapports sur les progrès enregistrés dans la réalisation du cadre de Hy?go et de la stratégie nationale et même régionale.
L’organisation assumera la responsabilité première du suivi du projet, en s’appuyant sur approche participative. Pour la plupart, comme toute autre institution régionale opérant dans le domaine de la gestion des risques et catastrophe, notre organisation assurera la fourniture des données scientifiques et spécialisées ainsi que d’autres informations afin de faciliter l’identification, l’évaluation et le suivi des risques.
2. Suivi des indicateurs
Le processus de mise en œuvre, les résultats ainsi que l’impact des interventions axées sur la prévention des catastrophes, dans le cadre du projet, feront l’objet d’un suivi à l’aide d’indicateurs, notamment :
- Mise en service du projet pour la réduction des risques de catastrophes ;
- Nombre de provinces exécutant ce programme pour la réduction des risques et catastrophe ;
- Disponibilité de financement pour une assistance d’urgence ;
- Nombre de provinces réalisant une cartographie de risques ;
- Nombre de provinces dotées d’un système d’alerte précoce ;
- L’inscription de la gestion des catastrophes dans les programmes scolaires ;
- Nombre de programme de recherche dans le domaine de la gestion des catastrophes dans les institutions nationales ;
- Adoption des principes anti-catastrophes par les associations professionnelles d’ingénieurs ;
- Adoption des directives relatives à la prise en compte de la réduction des risques de catastrophes dans les activités de développement par les autorités nationales de la gestion des catastrophes et les groupes les plus représentants de la société ;
- Nombre de provinces entreprenant une vision de leurs plans de gestion des situations d’urgence afin d’inclure des principes relatifs à la réduction des risques de catastrophes.
3. Sources de suivi d’informations
Les systèmes statistiques nationaux et les bases de données internationales pourront fournir un moyen de vérifier les progrès accomplis en matière de réalisation des objectifs de réduction des catastrophes. Les protocoles et les modèles de suivi à appliquer d’un commun accord seront conformes au cadre Hy?go et rempliront les critères requis aux termes de la stratégie nationale et africaine de réduction des risques de catastrophes.
4. Modalités de présentation des rapports
L’organisation pour la prévention et l’intervention contre les risques et contingences présentera périodiquement ses rapports aux bailleurs sur les progrès accomplis dans la mise en œuvre du projet. L’unité de gestion des catastrophes de l’OPIRCo et l’Etat s’accorderont sur la portée et la fréquence des rapports, le mode de retour d’information ainsi que les procédures de validation.
5. Procédure de révision du projet
Il est important de faire en sorte que les enseignements tirés des activités de suivi soient mis à profit pour assurer la bonne gestion du projet, ce qui pourra en favoriser la révision effective. Cette opération sera effectuée tous les cinq ans en suivant les procédures établies par l’OPIRCo pour la révision du projet.
II. Principes
L’Organisation pour la Prévention des Risques et l’Intervention contre les Contingences(OPIRCo) sera axée sur les principes suivants :
1. Comme la réduction des risques de catastrophes est d’abord une priorité nationale et locale, soutenue par un cadre institutionnel et normatif solide, l’OPIRCo renforcera les capacités des populations et des communautés dans la consolidation des mécanismes d’autoprotection contre les catastrophes au niveau national et régional.
2. Compte tenu de la réduction des risques de catastrophes doit être adaptée à chaque situation particulière sur le plan politique, socioéconomique, culturel et environnemental, l’OPIRCo pourra orienter les provinces dans le choix des mesures qui conviennent aux contextes nationaux et régionaux.
3. Reconnaissant que la réduction du risque n’est pas un secteur isolé et qu’il requiert des capacités de toutes les parties prenantes, l’OPIRCo retiendra une approche participative ou toutes les parties prenantes auront un rôle y compris les communautés et les volontaires dans le cadre de la conception et de la mise en œuvre des objectifs et des activités prévus dans ce projet.
4. Considérant que le partenariat public-privé constitue un outil important pour la gestion des catastrophes, l’OPIRCo encouragera le réseautage des associations volontaires qui abordent cette question par des objectifs communs avec des moyens d’action concertés.
5. La politique de l’OPIRCo accordera une mention spéciale aux questions de genres ainsi qu’à la diversité culturelle.
6. Consciente du fait que les catastrophes naturelles ou provoquées par l’homme touchent essentiellement les populations et les communautés vulnérables, l’OPIRCo s’engagera à promouvoir la politique de prévention des catastrophes, de protection, d’assistance et de recherche de solutions durables en faveur des refugiés et des personnes déplacées ainsi que la protection de leur environnement.
7. Sensibilisé sur la lutte contre l’exploitation incontrôlée et illégale des ressources naturelles qui est parfois à l’origine des conflits entre les communautés, l’OPIRCo contribuera au respect des règles et des mécanismes régionaux pour lutter contre ces activités illégales dans l’intérêt du respect du Pacte sur la sécurité, la stabilité et le développement dans la région des grands lacs, signé à Nairobi le 15 décembre 2006 par 12 Etats membres de conférence internationale sur la région des grands lacs.
8. Consciente que les catastrophes ont de graves conséquences pour la vie, les moyens de subsistance de la population, en particulier des pauvres et la préservation des fruits du développement, acquis de haute lutte, l’OPIRCo contribuera à l’intégration effective de la réduction des risques de catastrophes.
9. Dans la mesure où les capacités et les ressources de notre pays ne parviendraient pas de faire face à des catastrophes soudaines, l’OPIRCo s’engagera à fournir une aide matérielle et financière à sa disponibilité ainsi qu’une assistance en matière de ressources humaines aux provinces qui en feraient une demande pour renforcer leurs capacités dans la planification des urgences et intervention.
10. Soucieuse de la création du centre d’excellence pour la prévention des risques de catastrophes en Afrique, l’OPIRCo soutiendra de sa part la mise en place d’un centre régional des opérations d’urgence en vue de coordonner avec efficacité la réduction des risques de catastrophes et de la planification des urgences dans la région.

1. Veiller à ce que la RRC soit une priorité nationale et locale et à ce qu'il existe, pour mener à bien les activités correspondantes, un cadre institutionnel solide
L'engagement politique est déterminant pour faire avancer les questions de RRC à tous les niveaux. L'OPIRCo jouera un rôle moteur en matière de RRC et mettant en œuvre le cadre de Hy?go et plaidera en faveur de la RRC, en en augmentant la visibilité et en en démontrant les avantages.
La mise en œuvre du cadre d'action de Hy?go comprend également le soutien à une meilleure intégration de la RRC dans:
a) les politiques et plans de développement et d'aide humanitaire,
b) la réaction aux crises, pour ce qui concerne l'intervention et le relèvement en cas de catastrophes et
c) les stratégies d'adaptation au changement climatique. Des ressources devraient être mises à disposition pour soutenir ces efforts au sein de l’OPIRCo, des États membres de la communauté Est Africaine et nos pays en développement (ceux de la région de grands-lacs).
En outre, une RRC efficace nécessite une base institutionnelle solide, qui peut être renforcée, par exemple, par le développement des capacités, une bonne gouvernance, la promotion de politiques et de législations appropriées, la facilitation de l'information et des mécanismes de coordination efficaces. Le dialogue multipartite pourra être formalisé au sein de la plate-forme nationale et l’OPIRCo destiné à fournir des orientations politiques et à coordonner les activités. Il importe aussi de renforcer la capacité du système international d'agir sur les engagements internationaux et de coordonner les interventions des donateurs, afin de maximiser l'efficacité de l'aide.
Résultats attendus
- promouvoir l'inscription de la RRC à l'ordre du jour des réunions politiques de haut niveau et faire de la RRC une partie intégrante du dialogue politique régulier avec nos pays en développement;
- favoriser l'intégration de la RRC dans les politiques et plans de développement de nos pays en développement, y compris les politiques sectorielles pertinentes, les stratégies d'adaptation au changement climatique et les questions transversales;
- mieux intégrer la RRC dans les politiques, stratégies, programmes et projets de soutien des pays développés;
- participer à l'élaboration et la mise en œuvre de cadres politiques, juridiques et institutionnels nationaux pour la RRC, y compris des plates-formes nationales et régionales;
- plaider auprès des bailleurs une coordination plus étroite du soutien à la RRC à nos pays en développement, en vue de contribuer à la mise en œuvre de la présente stratégie;
- plaider en faveur de la SIPC/ONU en tant qu'instance de coordination de la mise en œuvre du cadre de Hy?go.
2. Mettre en évidence, évaluer et surveiller les risques de catastrophe et renforcer les systèmes d'alerte rapide
Une meilleure connaissance des aléas, en particulier dans le contexte de la variabilité et de la vulnérabilité climatique croissante ou dans celui de l'énorme augmentation du commerce mondial d'animaux vivants et de produits animaux, permet aux collectivités et pays de mieux comprendre, anticiper et minimiser les risques de catastrophes, ce qui devrait être pris en compte aux fins de l'élaboration des politiques.
En raison des lacunes analytiques actuelles, il est nécessaire de mieux cartographier et de renforcer les capacités d'analyse des risques, de promouvoir une évaluation intégrée des vulnérabilités et des capacités, de perfectionner les stations de surveillance de données, de mettre en place des capacités d'alerte rapide fiables et d'encourager l'évaluation conjointe a posteriori des dommages et des besoins , afin de développer des stratégies et mesures de RRC adaptées à la situation tout à fait particulière des populations menacées et d'accroître la résilience de ces dernières.
Le renforcement des capacités et les instruments visant à garantir que l'alerte rapide parviendra effectivement jusqu'aux collectivités et populations les plus menacées seront d'une importance vitale dans ce processus.
L'extension des capacités de recherche et d'élaboration de statistiques, ainsi que la diffusion des résultats relatifs à la RRC, constituent des éléments clés pour combler les lacunes susmentionnées. L'OPIRCo disposera de capacités de recherche considérables.
L'OPIRCo veillera à ce que des liens appropriés soient établis avec les initiatives de consolidation des connaissances examinées dans le contexte de la communication sur une approche communautaire en matière de prévention des catastrophes naturelles et d'origine humaine.
Résultat attendus
- soutenir l'extension des capacités de recherche (scientifique, technologique et socioéconomique) et d'élaboration de statistiques dans les pays en développement;
- promouvoir la mise en place d'une évaluation nationale des risques selon une approche multi-aléas, ainsi que le partage d'informations et de connaissances sur les risques;
- encourager l'évaluation à posteriori des dommages et besoins effectuée conjointement avec les bailleurs de fonds venant à l'appui de l'évaluation menée au niveau national, afin de renforcer la résilience de notre pays face aux crises;
- soutenir l'évaluation participative des risques au niveau des collectivités et la relier à l'évaluation aux niveaux national et régional;
- promouvoir l'échange des meilleures pratiques, idées et expériences tant entre les pays en développement, qu'entre ceux-ci et les pays développés;
- soutenir le développement ou la consolidation de systèmes d'alerte rapide, axés notamment sur les populations, et le renforcement des capacités correspondantes.
3. Utiliser les connaissances, les innovations et l'éducation pour instaurer une culture de la sécurité (culture de risque) et de la résilience à tous les niveaux
Les catastrophes peuvent, en grande partie, être atténuées si les populations sont bien informées des risques auxquels elles peuvent être exposées, ainsi que des solutions et mesures qu'elles peuvent adopter pour réduire leur vulnérabilité et mieux se préparer.
La sensibilisation de l'opinion publique à la RRC peut être accrue par la diffusion d'informations sur les risques de catastrophes aux autorités compétentes et aux populations locales, dans le but de donner aux personnes concernées la possibilité de se protéger et de rendre leurs moyens de subsistance plus résilients aux catastrophes. Les médias peuvent jouer un rôle important à cet égard.
Les enfants, en particulier, peuvent également être sensibilisés à la RRC, par l'inclusion de contenus y relatifs dans les activités d'éducation et de formation formelles, non formelles ou informelles et par la facilitation de l'accès à l'information sur les risques de catastrophes et les moyens de protection.
Le soutien à la mise en œuvre de mécanismes d'assurance régis par les lois du marché peut aussi constituer un outil pour sensibiliser davantage l'opinion publique aux risques de catastrophes et devrait comporter des incitations à l'adoption de comportements susceptibles de réduire les risques.

- soutenir des campagnes et programmes de sensibilisation à la RRC;
- soutenir l'inclusion de la RRC dans l'éducation et la formation;
- contribuer à la facilitation de l'accès à l'information sur la RRC, en particulier pour les populations des zones à haut risque;
- soutenir le développement ou la transposition à plus grande échelle de programmes de gestion des risques de catastrophes au niveau des collectivités, y compris le recours à des mécanismes d'assurance régis par les lois du marché.
4. Réduire les facteurs de risque sous-jacents du développement pour atténuer les conséquences socioéconomiques et environnementales des catastrophes naturelles ou provoquées par l’homme
La vulnérabilité aux aléas est aggravée par de nombreux facteurs, tels que la pauvreté, le piètre aménagement du territoire et les établissements humains peu sûrs, la croissance démographique rapide, l'augmentation des densités de population et l'urbanisation rapide, la mauvaise gouvernance, l'absence de dispositifs de protection sociale et financière, le mauvais état de santé et le handicap, la gestion peu satisfaisante des ressources naturelles, la dégradation de l'environnement, les inégalités entre hommes et femmes, l'insécurité alimentaire, l'accentuation du changement climatique et le fait que de plus en plus de personnes vivent aujourd'hui dans des zones à risques.
L'OPIRCo appuiera l'articulation entre la RRC et ces différents aspects, en vue de rendre l'ensemble de ses soutiens plus cohérents et plus résilients aux catastrophes, tout en tirant parti d'éventuelles synergies. Elle fera notamment en sorte que des liens appropriés soient établis avec les programmes sur les ressources naturelles et sur l'environnement, y compris des initiatives telles que l'alliance mondiale contre le changement climatique (AMCC), le document commun de la CE et du secrétariat du Conseil intitulé «Changements climatiques et sécurité internationale» et le plan d'action de l'OPIRCo sur le climat et le développement .
L'articulation de la RRC et de l'adaptation au changement climatique peut procurer de nombreux avantages en termes de non-duplication d'efforts et d'institutions.

- soutenir l'intégration de la RRC dans des aspects qui constituent des facteurs de risque sous-jacents pour la survenue de catastrophes;
- rechercher des moyens permettant d'articuler de façon plus explicite et plus harmonieuse la RRC avec les objectifs d'adaptation;
- soutenir des programmes ou projets intégrés portant sur la RRC et de multiples aspects reconnus comme étant des facteurs de risque composites (RRC / adaptation climatique / sécurité alimentaire, par exemple);
- examiner comment des financements innovants peuvent être mobilisés en faveur tant de la RRC que de l'adaptation au changement climatique.
5. Renforcer la préparation en prévision des catastrophes afin de pouvoir intervenir plus efficacement à tous les niveaux lorsqu'elles se produisent
La préparation peut englober de nombreux types de mesures ou d'activités, comme, par exemple, les plans d'urgence, la constitution de stocks de matériel et de vivres, les services d'urgence et les dispositifs de permanence, les communications, les mécanismes de gestion et de coordination des informations, le renforcement des capacités au sein des collectivités menacées et de leurs institutions, la formation du personnel, les entraînements et exercices au niveau des collectivités, ainsi que l'éducation du public.
Les activités de préparation s'articulent aussi naturellement avec les activités de réaction et de relèvement. De ce fait, elles offrent une bonne occasion d'assurer la cohérence entre les activités de gestion des catastrophes, qui font souvent partie du domaine de compétence des organisations de protection civile, et de garantir la cohérence et la complémentarité entre les sphères de l'humanité et du développement, notamment à travers la création ou l'extension de capacités nationales pour la conduite d'évaluations des dommages et besoins après des catastrophes, de même que pour l'élaboration de plans de relèvement et de reconstruction dans une perspective de RRC.
La mise en place d'une planification et d'une organisation efficace des activités de préparation aide également à faire face aux nombreuses catastrophes de petite et moyenne envergure qui s'abattent de manière répétée sur tant de collectivités. Un soutien visant à permettre aux collectivités de s'aider elles-mêmes en cas de catastrophe et une préparation financière suffisante pour pouvoir absorber les effets d'une catastrophe sans créer de problèmes macroéconomiques ou budgétaires démesurés sont indispensables pour une réduction durable de la pauvreté.
Le gouvernement pourra avoir des rôles à jouer en proposant des incitations/un soutien en vue de promouvoir un comportement responsable de la part des entreprises et des partenariats entre les secteurs public et privé, qui s'avèrent particulièrement importants pour la mise au point de mécanismes d'assurance (financièrement abordables) contre les catastrophes.

- créer des programmes de préparation au niveau des collectivités;
- soutenir le développement de plans de préparation et d'urgence reposant sur les évaluations de risques les plus récentes;
- promouvoir l'intégration de la RRC dans les processus de réaction et de relèvement en cas de catastrophes;
- promouvoir des mécanismes de partage et de transfert des risques.

En vue de la réalisation de cet objectif général, l'OPIRCo se focalisera sur les objectifs stratégiques suivants:
1) mise en place d’une intégration efficace des considérations de RRC dans la politique nationale et plans de développement;
2) promouvoir les sociétés en développement pour une réduction plus efficace des risques de catastrophes, grâce à des actions ciblées sur la prévention des
Catastrophes, l'atténuation de leurs effets et la préparation à leur survenue;
3) intégration plus efficace des considérations de RRC dans les politiques et programmes de développement et d'aide humanitaire au Burundi, ainsi que dans la réaction aux crises, dès lors qu'il s'agit de l'intervention et du relèvement en cas de catastrophes.

La sensibilisation de l'opinion publique à la RRC peut être accrue par la diffusion d'informations sur les risques de catastrophes aux autorités compétentes et aux populations locales, dans le but de donner aux personnes concernées la possibilité de se protéger et de rendre leurs moyens de subsistance plus résilients aux catastrophes. Les médias peuvent jouer un rôle important à cet égard.
Les enfants, en particulier, peuvent également être sensibilisés à la RRC, par l'inclusion de contenus y relatifs dans les activités d'éducation et de formation formelles, non formelles ou informelles et par la facilitation de l'accès à l'information sur les risques de catastrophes et les moyens de protection.
Le soutien à la mise en œuvre de mécanismes d'assurance régis par les lois du marché peut aussi constituer un outil pour sensibiliser davantage l'opinion publique aux risques de catastrophes et devrait comporter des incitations à l'adoption de comportements susceptibles de réduire les risques.
Résultats attendus
- soutenir des campagnes et programmes de sensibilisation à la RRC;
- soutenir l'inclusion de la RRC dans l'éducation et la formation;
- contribuer à la facilitation de l'accès à l'information sur la RRC, en particulier pour les populations des zones à haut risque;
- soutenir le développement ou la transposition à plus grande échelle de programmes de gestion des risques de catastrophes au niveau des collectivités, y compris le recours à des mécanismes d'assurance régis par les lois du marché.
4. Réduire les facteurs de risque sous-jacents du développement pour atténuer les conséquences socioéconomiques et environnementales des catastrophes naturelles ou provoquées par l’homme
La vulnérabilité aux aléas est aggravée par de nombreux facteurs, tels que la pauvreté, le piètre aménagement du territoire et les établissements humains peu sûrs, la croissance démographique rapide, l'augmentation des densités de population et l'urbanisation rapide, la mauvaise gouvernance, l'absence de dispositifs de protection sociale et financière, le mauvais état de santé et le handicap, la gestion peu satisfaisante des ressources naturelles, la dégradation de l'environnement, les inégalités entre hommes et femmes, l'insécurité alimentaire, l'accentuation du changement climatique et le fait que de plus en plus de personnes vivent aujourd'hui dans des zones à risques.
L'OPIRCo appuiera l'articulation entre la RRC et ces différents aspects, en vue de rendre l'ensemble de ses soutiens plus cohérents et plus résilients aux catastrophes, tout en tirant parti d'éventuelles synergies. Elle fera notamment en sorte que des liens appropriés soient établis avec les programmes sur les ressources naturelles et sur l'environnement, y compris des initiatives telles que l'alliance mondiale contre le changement climatique (AMCC), le document commun de la CE et du secrétariat du Conseil intitulé «Changements climatiques et sécurité internationale» et le plan d'action de l'OPIRCo sur le climat et le développement .
L'articulation de la RRC et de l'adaptation au changement climatique peut procurer de nombreux avantages en termes de non-duplication d'efforts et d'institutions.
Résultats attendus
- soutenir l'intégration de la RRC dans des aspects qui constituent des facteurs de risque sous-jacents pour la survenue de catastrophes;
- rechercher des moyens permettant d'articuler de façon plus explicite et plus harmonieuse la RRC avec les objectifs d'adaptation;
- soutenir des programmes ou projets intégrés portant sur la RRC et de multiples aspects reconnus comme étant des facteurs de risque composites (RRC / adaptation climatique / sécurité alimentaire, par exemple);
- examiner comment des financements innovants peuvent être mobilisés en faveur tant de la RRC que de l'adaptation au changement climatique.
5. Renforcer la préparation en prévision des catastrophes afin de pouvoir intervenir plus efficacement à tous les niveaux lorsqu'elles se produisent
La préparation peut englober de nombreux types de mesures ou d'activités, comme, par exemple, les plans d'urgence, la constitution de stocks de matériel et de vivres, les services d'urgence et les dispositifs de permanence, les communications, les mécanismes de gestion et de coordination des informations, le renforcement des capacités au sein des collectivités menacées et de leurs institutions, la formation du personnel, les entraînements et exercices au niveau des collectivités, ainsi que l'éducation du public.
Les activités de préparation s'articulent aussi naturellement avec les activités de réaction et de relèvement. De ce fait, elles offrent une bonne occasion d'assurer la cohérence entre les activités de gestion des catastrophes, qui font souvent partie du domaine de compétence des organisations de protection civile, et de garantir la cohérence et la complémentarité entre les sphères de l'humanité et du développement, notamment à travers la création ou l'extension de capacités nationales pour la conduite d'évaluations des dommages et besoins après des catastrophes, de même que pour l'élaboration de plans de relèvement et de reconstruction dans une perspective de RRC.
La mise en place d'une planification et d'une organisation efficace des activités de préparation aide également à faire face aux nombreuses catastrophes de petite et moyenne envergure qui s'abattent de manière répétée sur tant de collectivités. Un soutien visant à permettre aux collectivités de s'aider elles-mêmes en cas de catastrophe et une préparation financière suffisante pour pouvoir absorber les effets d'une catastrophe sans créer de problèmes macroéconomiques ou budgétaires démesurés sont indispensables pour une réduction durable de la pauvreté.
Le gouvernement pourra avoir des rôles à jouer en proposant des incitations/un soutien en vue de promouvoir un comportement responsable de la part des entreprises et des partenariats entre les secteurs public et privé, qui s'avèrent particulièrement importants pour la mise au point de mécanismes d'assurance (financièrement abordables) contre les catastrophes.
Résultats attendus
- créer des programmes de préparation au niveau des collectivités;
- soutenir le développement de plans de préparation et d'urgence reposant sur les évaluations de risques les plus récentes;
- promouvoir l'intégration de la RRC dans les processus de réaction et de relèvement en cas de catastrophes;
- promouvoir des mécanismes de partage et de transfert des risques.
L'OPIRCo mettra en œuvre cette stratégie en exploitant sa vaste expérience en matière de RRC. Il est toutefois proposé de commencer rapidement par les domaines ci-dessous, dans lesquels l'OPIRCo possède un avantage comparatif :
• Dialogue politique sur la RRC. L'OPIRCo lancera, au sein des forums existants, un dialogue politique sur la RRC avec l'ensemble des régions et pays en développement, dans le but notamment de faire avancer les négociations sur le changement climatique relatives à un accord post-2012 au titre de la CCNUCC.
Elle s'attachera aussi à assurer une présence coordonnée à la deuxième plate-forme mondiale pour la RRC, en juin 2009.
• Plans d'action régionaux de RRC. L'OPIRCo soutiendra l'élaboration et la mise en œuvre de plans d'action régionaux de RRC dans les régions sujettes aux catastrophes. Ceux-ci pourraient être mis en œuvre, en partie, par transposition à plus grande échelle de projets et programmes de RRC existants au Burundi, en s'inspirant des stratégies et priorités de nos pays en développement.
• Intégration de la RRC dans les politiques et plans du Gouvernement et de nos pays en développement et soutien aux investissements nationaux clés dans la RRC. L'OPIRCo intégrera la RRC dans sa coopération au développement, ses interventions humanitaires et ses opérations de relèvement, en faisant pleinement usage des meilleurs outils et pratiques d'intégration élaborés par l’Organisation et les différents États membres, y compris ceux concernant l'environnement, le changement climatique et la protection civile.
L’OPIRCo utilisera le prochain examen à mi-parcours des documents de stratégie nationaux et régionaux comme point de départ, le but étant que les considérations de RRC soient, le cas échéant, pleinement intégrées dans son aide au développement lors du prochain cycle de programmation, qui débutera en 2014.
• L'OPIRCo appuiera, en outre, l'intégration de la RRC dans les politiques et plans nationaux de nos pays en développement, y compris les politiques et stratégies sectorielles pertinentes, dont notamment les documents de stratégie de réduction de la pauvreté (DSRP) et les secteurs sensibles aux catastrophes, ainsi que les questions transversales concernées. L'OPIRCo coordonnera son soutien aux investissements clés en matière de RRC déjà identifiés et prévus dans de tels cadres nationaux.

The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
