Description



Sub-optimal recovery from disasters prolongs the suffering of affected people due to internal displacement, lack of shelter, delayed restoration of essential services and vastly diminished means of livelihood. Tools such as the Post-Disaster Needs Assessment (PDNA) and other such assessments provide a solid basis and common platform for the quantification of damages, losses and recovery needs. However, governments need continued technical support in the post-PDNA phase for implementing and managing recovery; particularly in the areas of recovery strategy, planning and program management.

To bolster the capacity of governments to lead and manage the recovery process, the European Union (EU), United Nations (UN) and World Bank (WB) are working together with national and international stakeholders to document good recovery practices and standards. This is resulting in the development of practice-based guidance that policy makers, practitioners and other partners can use to inform and plan resilient recovery. Two such upcoming products include:

The PDNA Guide which provides an overview of the post-disaster assessment process, methodology, and sector-specific assessment guidance for technical experts participating in the assessment team.

The under-preparation Disaster Recovery Framework Guide (DRF) – which will provide practice-based guidance for governments and other stakeholders in the post-PDNA prioritization, detailed planning, implementation and monitoring of disaster recovery.

Session Objectives
This is designed to be a country-led session, featuring case study presentations on disaster recovery experiences from the governments of Japan, Indonesia and Pakistan, in partnership with the EU, UN and WB. The objectives of the proposed session are for: (a) governments to share good practices and lessons learnt from their disaster recovery experiences, and; (b) international development partners to present ongoing and upcoming guidance and products on disaster assessment and recovery planning.

The session will also provide the opportunity for presenting key features of the under-development joint EU-UN-WB PDNA Guide, as well as for participants from the public, private and civil society sectors, to provide their views towards the under-preparation DRF Guide. The session will conclude with a high-level panel discussion on various aspects of disaster recovery planning and institutionalization of good recovery practices. This will also include feedback from the participants on the country case studies and next steps for the completion and dissemination of the knowledge products being presented at the session.

Expected Outcomes

The major outcome expected from the proposed session is to advocate and build consensus and foster national capacities on good practice processes, systems and standards that should: (a) inform recovery policy-making, and programming; (b) make disaster recovery inclusive and equitable, and; (c) promote long-term risk reduction and resilience in recovery.
