Description

Several governments and the HFA2 Advisory Group identified the need to take advantage of the momentum for the Fourth Session of the Global Platform for Disaster Risk Reduction to further advance the consideration of disaster risk reduction and its link to the Post-2015 Development Agenda. The session will discuss a number of issues that the Post-2015 development agenda may want to consider regarding disaster risk reduction.

The objectives of the session are to discuss:

• What kind of goals, targets and indicators may be worth pursuing in the Post-2015 Development Agenda and Sustainable Development Goals

• Mainstreaming disaster risk reduction into other sector goals, particularly in health, environment, governance, food security, gender equity, education and water

• Promote approaches that integrate disaster risk reduction consideration into all development interventions, e.g. by using existing assessment tools, like the Environmental Impact Assessment (EIA)

• Development of outcome and impact targets and indicators that capture direct losses, such as mortality and economic impact, as well as indirect losses, like loss of social safety nets and lost economic opportunities; and that are applicable at regional, national and at sub-national levels

Expected Outcomes

• Build political momentum around including disaster risk reduction in the Post-2015 Development Agenda

• To develop a compelling narrative backed by evidence that demonstrates that disaster risk reduction investments contribute to sustainable development

• Mutually reinforce disaster risk reduction considerations in the Post-2015 development agenda, the Sustainable Development Goals (SDGS) and a post-2015 framework for disaster risk reduction (HFA2)

• Continue efforts to design potential targets and indicators for disaster risk reduction that are adaptable to the emerging post-2015 development agenda

Chair/Moderator/Faciliator

The session will be moderated by expert Tom Mitchell (ODI) on options for including disaster resilience in post-2015 development goals.
