Description

Over half of humanity lives in urban centers today – a figure projected to rise to two thirds in less than a generation. The escalating concentration of people, economic activities and assets in urban areas often increases disaster risks due to increased exposure and population density; absence of planning, mismanaged urbanization; environmental degradation; decaying building stocks and lack of preparedness, among other reasons.

Further, disaster risks and their impact are always experienced locally; therefore good local governance, sustainable urban management and development, effective decentralization and good devolution of the resources to the local level is key to building resilience of nations and communities, as set out under the Hyogo Framework for Action.

To ensure that implementation of DRR at Urban and Local level is prioritized UNISDR with partners launched the Making Cities Resilient campaign in 2010, which to date has 1400 cites and local government signed up. The ‘Ten Essentials’ commitment entailed in the campaign is an equivalent to a “localized Hyogo Framework”.

This meeting of Mayors, Local Governments and Partners of the Making Cities Resilient Campaign aims to consult on the priorities for enhanced implementation of the HFA at local level and at the same time establish the needs for a post-2015 framework for disaster risk reduction(HFA 2).

Expected Outcomes

(a) Identify key messages for a post-2015 framework for disaster risk reduction (HFA 2) to enhance Local Government leadership
(b) Exchange experiences on the progress made so far, in the implementation of the 'Ten Essentials' including the challenges and gaps.
(c) Identify key drivers and barriers for enhancing implementation of DRR at local level
(d) Discuss and agree on a global plan of action for Making Cities Resilient
