Description

The consultation meeting is designed to provide the opportunity for countries, sub-regional organisations and other relevant bodies to explore the specificities, the sensitivities, the methodology and the potential benefits and impact of participating in a structured peer review of HFA implementation.

As a new governance tool, the HFA peer review seeks, inter alia, to:
a)enhance the effective implementation of, and reporting on, the HFA and contribute to improved policy-making on disaster risk reduction
b)increase the consistency between the national disaster risk reduction policies and stimulate transferability of good and innovative practices
c)encourage awareness-raising through involvement of all stakeholders in the review process and wide dissemination of the results; and
d)foster policy dialogue in the sub-region and enhance cooperation between countries exposed to common hazards and risks

The consultation will feature the 'peers' (Finland, Italy and Sweden) which examined the performance of another country or 'reviewed country' (the UK) in the inaugural HFA peer review, using a framework which ensured equality between the two parties and mutual trust in the results, based on an exchange of experiences and non-binding recommendations.

Participants will hear from, and be able to exchange with, the reviewed country, the peers, as well as the HFA peer review secretariat (UNISDR, OECD and the EC). Participation from countries and interested organisations from all regions is recommended, from which guidance for improved methodology and contextualisation for replication worldwide is solicited

Key session objectives are:
1. Expanded knowledge of the nature and benefits of the HFA peer review
2. Lessons learned in the pilot HFA peer review process, roll-out and application discussed
3. Countries and organisations from all regions share experiences of similar initiatives, context-specific requirements and provide guidance and feedback for improvement and expanded roll-out

Expected Outcomes

• HFA peer review recognised as a mechanism to support wider institutional engagement and commitment, accelerate HFA implementation and guide the development of the successor arrangement of a HFA post-2105 framework for disaster risk reduction.
• Candidature for reviewed countries and peers submitted.
• Countries commit to further develop the HFA peer review process and methodology for application in all regions.
