Description

In recent years, there has been growing awareness and support for investment in disaster prevention and preparedness, This in turn has generated demand for tools to appraise disaster risk reduction projects, identify the most cost effective investments, and measure their impact.

While a limited number of studies indicate high potential returns for investment in disaster risk reduction, there is a need for clear, user-friendly tools to support the decision making process related to these investments, particularly those at the local level.

The studies presented during this special event will demonstrate the progress made in the development and use of cost benefit analysis for disaster risk reduction investments, its potential for promoting a proactive risk reduction agenda, and the challenges that lay ahead.

Scope

The special event will focus its discussions on emerging evidence on benefits of DRR investments. Case studies focusing community level projects will explore the benefits for the communities from the investments made through these projects and how this offers a potential for scaling up and promoting further investments through emerging climate change adaptation funding.


Expected Outcomes

The discussions and presentations will lead to:

• Sharing of emerging evidence on the impact and benefits of disaster risk redcution investments.
• Improved understanding of the challenges and limitations of using CBA as a tool for measuring the benefits of risk reduction investments.
• Reinforcement of calls for investing in disaster risk reduction as part of wider climate change adaptation programming at all levels.

Links to Global Platform 2009 outcomes:

The studies will point to the benefits of investing in disaster risk reduction as part of the broader climate change adaptation agenda. Discussions will contribute to the outcomes of the platform, especially for a call to strengthen mechanisms for climate change adaptation with disaster risk reduction efforts at both national and local level.
