The event will take place during MENA Climate Week 2023 and is in line with the International Day for Disaster Risk Reduction. The day’s purpose aligns with the Sendai Framework, the international agreement to prevent and reduce losses in lives, livelihoods, economies, and basic infrastructure. It has seven global targets and 38 indicators for measuring progress. The Sendai Framework complements the Paris Agreement on climate change, with both frameworks interlinked with achieving the Sustainable Development Goals. 

The event will focus on the reciprocal relationship between inequality and disaster vulnerability: while unequal access to services such as finance and insurance leaves the most at-risk people exposed to danger, the impacts of these disasters exacerbate inequality, pushing the most at-risk groups deeper into poverty. The event builds on the outcomes of the High-level Meeting of the General Assembly on the Midterm Review of the Sendai Framework for Disaster Risk Reduction 2015–2030, where Member States adopted a political declaration to accelerate their efforts to strengthen disaster resilience. It will reflect on the Regional Guidelines for Mainstreaming Disability into Disaster Risk Reduction Strategies in the Arab Region.
