Description
The ASEAN Agreement on Disaster Management and Emergency Response (AADMER), signed by Foreign Ministers of ASEAN in July 2005, embodies ASEAN’s commitment to DRR and coordinated response to disasters. While the Agreement has not entered into force, significant efforts have been put in place to operationalise the Agreement. The Agreement also embodies ASEAN’s commitment to the implementation of Hyogo Framework for Action (HFA). When entered into force, AADMER will be the first HFA-related binding instrument in the world.
The Meeting aims to review the broad number of initiatives that ASEAN Member States, individually and collectively, have taken to operationalise the AADMER and implement the HFA. The meeting will also discuss how ASEAN could further advance DRR initiatives at national and regional levels and discuss future initiatives that could be taken to further advance the DRR implementation within the context of AADMER and HFA.
The Meeting will further forge a collective position on what the ACDM wish to feed into the Global Platform’s statement, and come up with a joint statement to be presented at the Global Platform’s meeting. This is part of the strategy to reaffirm ACDM’s position that it is fully supportive and proactive in promoting DRR initiatives and that it is at the forefront of DRR at the global level.
The theme to be addressed at this Meeting is "Advancing disaster risk reduction (DRR) strategies in the ASEAN region within the context of AADMER and HFA".
