The European Union (EU) is paying particular attEU Blue & Yellow Logoention to tackling climate and disaster risk reduction (DRR) by mainstreaming climate adaptation, mitigation and disaster risk management (DRM) into focal sectors such as agriculture and urban development, but all the three climate related issues are also the subject of targeted interventions. The EU supports programmes on DRR through different funding instruments, including for instance, the Intra-ACP Cooperation program (European Development Fund) and the "Global Climate Change Alliance" (GCCA, an EU initiative launched in 2007, where DRR is addressed along with other priorities like adaptation to climate change, mainstreaming and/or Reducing Emissions from Deforestation and land Degradation (REDD)), etc.

The ACP-EU 'Building Disaster Resilience to Natural Hazards in Sub-Saharan African Regions, Countries and Communities Programme' is implemented by four partners drawn from global and regional development finance institutions, regional bodies and a UN organization. The partners are committed to providing an analytical basis for and accelerating the effective implementation of an African comprehensive disaster risk reduction and risk management framework.

The four implementing partners are: African Union Commission (AU), the African Development Bank (AfDB) Programme - Climate for Development in Africa (ClimDev-Africa) , the UN Office for Disaster Risk Reduction Regional Office for Africa (UNDRR) and the Global Facility for Disaster Reduction and Recovery (GFDRR) and the World Bank.

The African Union Commission (AUC) is the Secretariat of the African Union entrusted with executive functions. The mission of the Commission is to become “An efficient and value-adding institution driving the African integration and development process in close collaboration with African Union Member States, the Regional Economic Communities and African citizens”. AUC’s Department for Rural Economy and Agriculture (DREA) together with the UN Office for Disaster Risk Reduction (UNDRR) ensures enhanced regional coordination and Disaster Risk Reduction (DRR) monitoring - Result 1 in the Building Disaster Resilience to Natural Hazards in Sub-Saharan Africa programme.

UNDRR is mandated by the United National General Assemble resolution (56/195), to serve as the focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among the disaster reduction activities of the United Nations system and regional organizations and activities in socio‐economic and humanitarian fields. UNDRR Regional Office for Africa together with the AUC’s Department for Rural Economy and Agriculture (DREA) ensures enhanced regional coordination and Disaster Risk Reduction(DRR) monitoring - Result 1 and oversees improved risk knowledge for future risk modeling - Result 4 in the Building Disaster Resilience to Natural Hazards in Sub-Saharan Africa programme.

The Global Facility for Disaster Reduction and Recovery (GFDRR)

Managed by the World Bank, the Global Facility for Disaster Reduction and Recovery (GFDRR) is a global partnership that helps developing countries better understand and reduce their vulnerabilities to natural hazards and adapt to climate change. GFDRR is supported by 34 countries and 10 international organizations. Working with over 400 local, national, regional, and international partners, GFDRR provides grant financing, technical assistance, training and knowledge sharing activities to mainstream disaster and climate risk management in policies and strategies.

The World Bank Group

Established in 1944, the World Bank Group (WBG) is a vital source of financial and technical assistance to developing countries around the world and a unique partnership to reduce poverty and support development. The WBG provides a wide-ranging set of financial products and services to governments and also offers support to developing countries through policy advice, research and analysis, and technical assistance. Over the past 10 years, the WBG has emerged as the global leader in disaster risk management (DRM), supporting client countries to assess exposure to hazards and address disaster risks. It provides technical and financial support for risk assessments, risk reduction, preparedness, financial protection, and resilient recovery and reconstruction. The WBG’s FY16 DRM portfolio is established at US$ 5.46 billion, up from US$3.7 billion in FY12.

In the Building Disaster Resilience to Natural Hazards in Sub-Saharan Africa program, GFDRR and WBG are implementing two results areas:

  • The African Regional Economic Communities Program or Result 2 (R2) designed to strengthen and accelerate the effective implementation of an African comprehensive disaster risk reduction and risk management framework at regional level.
  • The Africa Disaster Risk Financing Initiative or Result 5 (R5) which aims to support the development of multi-risk financing strategies for informed decision-making and mitigation of socio-economic, fiscal and financial impacts of disasters.

The African Development Bank Group (AfDB) is a multilateral development finance institution established to contribute to the economic development and social progress of African countries. Within the Building Disaster Resilience to Natural Hazards in Sub-Saharan Africa programme, AfDB, through The Climate for Development in Africa (ClimDev-Africa) Programme is responsible for improved capacity of regional climate centers for weather and climate services and real-time early warning systems - Result 3  in the Building Disaster Resilience to Natural Hazards in Sub-Saharan Africa programme. ClimDev-Africa was established to create a solid foundation for Africa’s response to climate change.
